UNICEF Philippines has one Field Office based in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

How can you make a difference?

The Chief of Field Office post is responsible for overall leadership and managerial guidance on policy direction, operational and programme initiatives. The post is accountable for managing and leading the total programme commitment of a field office within a country programme. The Chief of Field Office represents UNICEF in BARMM, leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

Under the direct supervision of the Representative and in close collaboration with the Deputy Representative Programmes and Deputy Representative Operations, the post shall undertake the following:

  1. Effective management of UNICEF presence, staff and assets in the Mindanao Field Office.
  2. Effective knowledge management systems adopted and utilized to strengthen area/country programme management.
  3. Situation Analysis prepared and updated; critical programme intervention points and measures identified; and programme work plans, recommendations and reports prepared.
  4. Optimal utilization of Programme funds.
  5. Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports timely prepared. Gender/sex disaggregated data and inputs relevant to the country programme are provided as an integral part of programming.
  6. Rights-based and results-based programming approach fully incorporated into all phases of programme and project processes.
  7. Commitment and institutional capacities of the national and local partners effectively gained and established.
  8. Rights perspective and advocacy at the national, community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.
  9. Effective partnerships and collaboration achieved and maintained for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.
  10. Emergency coordination and support.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, international relations, public administration, government, and public relations, public or social policy, sociology, social or community development or other relevant technical field
  • Minimum Eight (8) years of relevant professional work experience
  • Strong experience in programme/projects management
  • Building strategic alliances and partnerships and resource mobilization
  • International and Developing country work experience and field work experience is a must.
  • Background/familiarity with Emergency is required.
  • Fluency in English is required, and local working language of the duty station is an asset.
  • Background/familiarity of working in a Muslim cultural context will be an asset.

Selection Criteria:

  • Previous experience in managing cross sectoral country programme and working as a Chief of Field Office will be an advantage.
  • Proven experience of advocacy and working with local government counter parts.
  • Management of staff.
  • Emergency experience.
  • Working experience in a conflict prone zone.
