New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

In May 2015, the DFS Supply Chain Management (SCM) Vision and Strategy was formally approved by the USG DFS. In January of 2019, post management reform, the newly formed Department of Operational Support (DOS) established the Office of Supply Chain Management (OSCM) with a vision to provide efficient, agile, responsive, and accountable end to end uniformed capabilities and supply chain solutions to its global clients and partners.

The Office of Supply Chain Management covers a wide scope of services including supply chain planning and performance management, logistical support, procurement, vendor management and supplier diversity, aviation safety, and uniformed capabilities support. OSCM’s mission is to support its clients and partners globally to fulfil their mandates by providing the goods and services they need, when they need them, where they need them and at the best prices. OSCM is committed to enable successful implementation of mandates given to all Secretariat entities by anticipating customer demand, providing strategic services, and organizing for goods and services to be delivered in a timely manner.

Functional Responsibilities

This position supports the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) within the Master data Management team. Under the direct supervision of the Senior Project Manager, the Project Management Support- Senior Analyst will perform the following duties:

  • Develop deployment and implementation strategy for OSCM projects through collaborating with UN entities and Umoja Functional teams.
  • Take lead on transition management, ensuring that business as usual is maintained during the transition and the changes are effectively integrated into the business
  • Establish and maintain a strong working relationship with all project stakeholders, ensuring adequate levels and timeliness of communications are maintained.
  • In collaboration with the Programme/Project Manager and Deployment Lead, he/she will develop and maintain project plans, schedules, and risk registers. Identify appropriate human and technical resources to complete the implementation, assure that deviations from deliverables and schedule are addressed and communicated
  • Conduct high-level meetings and produce scorecards and standard reports to actively monitor business changes. Proactively evaluate activities, propose corrective actions and monitor issue resolution to mitigate risks.
  • Develop business intelligence through analytical means for decision making and business impact assessment,
  • Develop implementation framework based on the Supply Chain Operations Reference (SCOR) model, as well as a baseline from an in-depth analysis of selected process to measure and assess the timeliness, effectiveness, and efficiency of the supply chain.
  • Prepare project budgets and their revisions in collaboration with project team, produce accurate delivery forecasting, review expenditures, and provide timely advice to project team and client on delivery.
  • Prepare and track the project timelines for the project, tracking delivery against project milestones, raising any change requests to necessary authorities.

Education/Experience/Language requirements

a) Education

  • Master’s degree preferably in Business Administration, Project Management, Social Science, or related field.
  • First level University degree with two additional years of experience can be considered in lieu of the advanced university degree.

b) Work Experience and skills

Required:

  • Minimum of two (2) years of experience in Programme, Project Management and/or Business Administration is required preferably in an international/multi- cultural organization.

Desirable:

  • Experience in providing general administration support preferably in an office environment is highly desirable
  • Experience in report writing or/and performing research is desirable
  • Experience working in a fast-paced environment that requires high flexibility is desirable
  • Good problem-solving skills, ability to work productively and self-motivate
  • Attention to details, ability to multitask and excellent communication skills

c. Languages

  • Fluency in written and spoken English is required. Fluency in additional official UN languages is desirable.
