Background Information - Job-specific

The SUBATRA (2020 - 2025) contract is part of a EU-funded large scale programme “Support to Bangsamoro Transition”. The project is aiming to achieve a smooth and timely implementation of the transition of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government and also strengthen the capacity of the Justice System and CSOs to contribute to a peaceful transition.

The objective of the contract is to strengthen the capacity of the new Bangsamoro Transition Authority, established by the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao ratified on January 21st, 2019, to efficiently handle the transition as per peace process instrument and Bangsamoro Transition Plan provisions.

A particular focus is placed on capacity building of the transitional governments superstructure to formulate, implement and monitor transitional policies, capacity building of key governance ministries to deliver basic social services and promote an enabling good governance environment and capacity building of the Parliament to exercise its legislative, oversight and representation functions.

Areas of support to be provided by the technical assistance include institution and capacity building (including public administration and civil service reforms), public policy development, legal development, human resources development, knowledge and IT tools for governmental work.

UNOPS is considered within the EC proposal to be an indirect management entity responsible for the infrastructure and logistics support to Outputs 1,2,3 and 4 of the project.

Functional Responsibilities

Functional Responsibilities Under the supervision of the Project Manager, the Project Management Support Officer will be responsible for:

1. Project implementation - Preparation and maintenance of project files, including internal and external project reports. - Coordinate information flows and oversee change controls, risk registers, and issue management by establishing document control procedures. - Coordinate assigned delivery of work packages and take responsibility for progress. - Coordinate and liaise with the Project Manager on the implementation progress. - Identify and escalate any deviations from the plan to the Project Manager and update plans. - Work with the Project manager to identify and manage risks.

2. Procurement and Logistics Management:

  • Assist the Project Manager in full compliance with assigned procurement activities with UNOPS rules, regulations, policies, and strategies; implementation of the effective internal control, proper design, and functioning of a client-oriented procurement management system.
  • Closely work with the UNOPS Procurement Team in the implementation of the different steps of the procurement processes as necessary.
  • Liaison with the relevant focal point to follow up on progress updates of the projects.
  • Monitor project progress ensuring that work packages are being executed properly. Follow up with contracted suppliers for timely delivery of equipment.
  • Accept goods, services, or works delivered by suppliers where required.

3. Monitoring and Progress Controls

  • The project plan and its implementation including equipment delivery timeline & quality assurance, project budget, and project duration are well-tracked and informed to the SPM periodically.
  • Project issues and proposed corrective actions are tracked and reported immediately.
  • Project-related reports to be submitted to internal stakeholders of UNOPS as well as external partners are drafted in a timely manner.

4. Knowledge management and innovation

  • Support the compilation of lessons learned as per the defined reporting format and the Project Management Manual.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.

Education/Experience/Language requirements

Education:

  • Advanced University Degree or Masters Degree equivalent in Project Management, Business Administration, Finance, Logistics, International Relations, or other relevant disciplines is required.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experiencemay be accepted in lieu of the advanced university degree.
  • A relevant combination of academic credentials and/or industry certifications and qualifying experience may be accepted in lieu of the university education.
  • Prince 2 Foundation Certification will be considered an asset.

Experience: - Minimum one (1) year (or more depending on academic credentials) of relevant and progressive professional experience, specifically in the field of Project Management and Operations Management, preferably with a focus on Monitoring, Fiduciary management, Reporting, Development, and Coordination is required. - Experience in complex operating contexts, including humanitarian coordination mechanisms, donors, security, and operations management is an asset; - Experience and demonstrated knowledge of UN /UNOPS rules and procedures in Procurement, Finance, HR Management, and administrative rules and regulations will be an advantage.

Language Requirements:- Fluency in both written and spoken English is required.
