UNOPS in Albania

Established in 2020 to support, develop and manage a growing portfolio of projects, the UNOPS office supports the government of Albania in implementing the Build Back Better approach in addressing the challenges caused by the COVID-19 pandemic and the 2019 earthquake. In close collaboration with partners, UNOPS in Albania supports efforts to boost social and economic development of local communities throughout the country. UNOPS also supports partners' efforts to improve access to, and provision of, healthcare - helping transform medical care and diagnostic services in Albania.

From rescuing, repairing and renovating important cultural heritage sites, to procuring and delivering state-of-the-art medical equipment, UNOPS is supporting partners’ work to improve the lives of communities across Albania.

Project Background and Role of the incumbent

The Project “Support to the Rule of Law through digital transformation: Advancing Case Management and Business Intelligence capabilities in Albania ” is designed to contribute to the enhancement of the Rule of Law system by increasing efficiency and effectiveness of the judiciary institutions in Albania and bringing the system for promotion and protection of human rights in line with the best EU practices. The project will take four years for implementation. The Project Support Associate will be supervised by the Project Manager and work in the core team of the project consisting of the international Project Manager, an international Change Mgt and Communication Specialist, and three local ICT specialists. The project is funded by the EU and is expected to start in 2024.

The incumbent will support the Project Manager in ensuring UNOPS Policies and Procedures, Financial Rules and Regulations (FRR) are adhered to for efficient project implementation. In this role, the incumbent will assist in providing support to the overall aspects of operations related to finance, reporting, procurement, contract management, and administration. They will also work closely with the communications team and the support services team in the UNOPS Albania office.

Functional Responsibilities

Project Implementation: - Maintain project tracking and alert managers on deadlines. - Assist in amending agreements and managing risk registers. - Document lessons learned and support project planning. - Follow up with partners on agreements and project closure.

Project Monitoring and Reporting: - Assist in preparing project reports and documents. - Compile and analyze data for reports. - Maintain project records and enter data into UNOPS ERP (OneUNOPS). - Monitor expenditures and provide updates on budget status.

Operational and Administrative Support: - Support the Project Manager and the team members in logistics and administrative tasks such as organization of meetings and trainings - Organize partner meetings, take minutes, and follow up on action points. - Liaise with partners and internal units for project activities. - Support procurement activities as required - Prepare briefing materials for missions and discussions. - Support finance related activities such as raising receipts, support payments and other duties as assigned.

Knowledge Management and Innovation:- Support the compilation of lessons learned and best practices. - Contribute to knowledge sharing and capacity building. - Maintain records of project files and reports. - Support the preparation and sharing of information with stakeholders.

Impact of Results: The Project Management Support Associate directly impacts on achievement of project results by assisting the Project Manager to adhere to project management methods and strategies. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education/Experience/Language requirements

Education - Completion of secondary school combined with 6 years of professional experience is required; - Diploma Certificate preferably in Business Administration, Project Management, Supply Chain Management, Accounting, Procurement, Management, International Relations and or other relevant disciplines combined with four (4) years of relevant professional experience may be considered but not mandatory; - Bachelor’s Degree preferably in Business Administration, Project Management, Supply Chain Management, Procurement, Management, International Relations and or other relevant discipline combined with two (2) years of relevant professional experience may be considered but not required.

Experience - A minimum of 6 years of relevant and progressive professional experience, preferably in the field of Project Management with focus on monitoring, recording, reporting, and coordination is required - Experience with administration/logistics/procurement/finance. - Experience working with Google Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset. - Minimum of 1 year working experience with the UN and or international organizations would be an asset; - Experience and demonstrated knowledge of UN rules and procedures in Project Management, Finance and administrative rules and regulations will be an advantage. - Experience in reporting writing and donor communication is strongly desirable.

Certification - PRINCE2® certification or similar certification is an asset.

Language Skills - Proficient in both English and Albanian (spoken, written and comprehension).
