Background Information - Myanmar
Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund Regional Artemisinin-resistance Initiative targeting drug-resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost-effectiveness.

UNOPS Myanmar has been selected by International Fund for Agricultural Development (IFAD) and the Ministry of Agriculture, Livestock and Irrigation (MOALI) to provide “Project Management and Technical Assistance” for the implementation of Eastern States Agri-business Project (ESAP) which is financed by IFAD and implemented by IWUMD. The project’s goal is to improve the economic status of poor rural women and men in selected areas of Kayin and Shan states. Its objective is to increase the incomes of smallholder and agroforestry households in these areas in an environmentally sustainable manner. It will promote commercial smallholder agriculture linked to agribusiness, improve living standards of the rural communities, and reverse the environmental degradation. Economic benefits will be generated for 62,400 households consisting of 315,000 people of Karen, Shan, Pa-oh, Inn and Mon ethnic groups.
The Project components are (1) Strategic Investment (2) Enabling Investment and (3) Project Management. Under the Strategic Investment Component, there are two sub components namely Land Development and Agro-forestry. Under the Enabling Investment Component, there are two sub components namely Investment in Knowledge and Micro Finance Services. The lead project implementing agency is the Irrigation and Water Utilization Management Department (IWUMD) of the Ministry of Agriculture, Livestock and Irrigation (MOALI) Myanmar. The Project Implementation cooperating agencies are the Department of Agriculture (DOA), Department of Rural Development (DRD), Department of Agriculture Land Management and Statistic (DALMS), Agricultural Mechanization Department (AMD), Department of the Agriculture Research (DAR) under the Ministry of Agriculture Livestock and Irrigation. ESAP Project Management Unit (PMU) is located in Naypyitaw while the Project Implementation Offices (PIOs) are located in Taunggyi (Shan State) and Pha-an (Kayin State).
The total project cost is USD 65.2 million over a six-year implementation period.
The Rural Finance Analyst (hereinafter RFA) will be assigned to the Sub-Component 2.2 Services. He/she will be working closely with the Department of Agriculture (DOA) and the Department of Rural Development (DRD) who are the implementing departments of the Rural Finance activities.
The RFA will be working closely with the Saving and Credit Group service providers assigned to Shan and Kayin State, State level Saving and Credit Group Implementation Teams of Shan State and Kayin State, Township level Saving and Credit Group Implementation Teams operating in 8 project townships (four in Shan state and four in Kayin State).
RFA (National) will be guided by the International Rural Finance Specialist in performing his/her duties and responsibilities.
Functional Responsibilities
The consultant is responsible for the successful implementation of the Project Rural Finance Activities such as Saving and Credit activities, other micro finance supports (Subsidiary loans, micro credits, etc.) and to ensure strong links of the SCG activities to the project supported activities such as Value Chain and Post Harvesting activities, Agroforestry and Sloping land agriculture technology (SALT) Implementation, Good Agricultural Practices (GAP), Climate Resilient and Gender mainstreaming.
Rural Finance Consultant report to the Project Management Advisor and the Project Director.
The duties and responsibilities of the Rural Finance RFA but not limited to are;
- To be coordinator between the Saving and Credit Group Service Provider and the Project authorities and local authorities in planning implementation monitoring and evaluation of the SCG activities.
- Facilitate the SCG Service Provider in forming the State SCG Implementation teams, Township SCG Implementation Teams, Forming SCG groups, Planning and implementation of the training and study tour plans for the SCG members.
- Facilitate SCG Service Provider in conducting the training need assessment of the Saving and credit group implementation teams at the state level and township level and produce the capacity building plan, review the training materials produced and monitor the training activities.
To provide necessary assistance to the farmer production groups, SMEs involve in value chain and post harvesting activities in accessing the investment funds, capital.
To assist in integration of the SCG activities with the other project component activities Irrigation system improvement, Rural infrastructure, Agricultural Extension and Agroforestry activities and the activities of other Service Providers of the project.
- Assist the International Rural Finance Consultant in producing the Operation guidelines for Subsidiary loan operation, produce related training materials and training plan.
- Supervise calls for the Microfinance entities for subsidiary loan applications, appraising the applications.
- Monitoring the operation subsidiary loan activities of MFIs.
- Produce periodic reports on the Rural Finance Activities monthly and quarterly for the project management.
- Others duties assigned by the Project management as required.
Education/Experience/Language requirements
a. Education - Bachelor Degree in Banking, Agricultural Business, Business Administration or equivalent is required.
b. Work Experience - Minimum 2 years in Micro finance sector, Agri-business development, Agricultural Rural Finance is required. - Working experience with Ethnic communities, NGOs, INGOs, International Organizations is highly desirable. - Experience with Google Suite or newer versions is required. - Experience working with ERP and using financial management electronic systems is desired - Some experience in UN system organizations is desirable.
c. Language Requirement - Full knowledge of English and Myanmar language is essential.
