Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The main roles of UN Women are:

  • To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms;
  • To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society
  • To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Gender equality is not only a basic human right, but its achievement has enormous socio-economic ramifications. Empowering women fuels thriving economies, spurring productivity and growth. Yet gender inequalities remain deeply entrenched in every society. Women lack access to decent work and face occupational segregation and gender wage gaps. They are too often denied access to basic education and health care. Women in all parts of the world suffer violence and discrimination. They are under-represented in political and economic decision-making processes. UN Women was created to address such challenges. It is a dynamic and strong champion for women and girls, providing them with a powerful voice at the global, regional and local levels. Grounded in the vision of equality enshrined in the UN Charter, UN Women, among other issues, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under UN Women’s Economic Empowerment pillar, our work focuses on promoting women’s livelihoods and economic activities within the informal economy and particularly within markets. This includes supporting effective management and operations of markets to improve women’s safety, health, and economic security in markets. UN Women has worked with the Department for Community Development and Religion to complete the Informal Economy Audit which quantifies the incomes earned by women and men in the informal sector and therefore the significance of income earned in markets. The majority of the cash economy is undoubtably through women earning incomes in the informal economy.

UN Women has developed a range of tools and training that are relevant to improving market management and supporting women’s wellbeing and livelihood activities in markets.

UN Women now requires the services of Project Interlocutors to support the implementation of its program in targeted locations. This is role is locally based and requires applicants who reside in these locations.

Objectives of the assignment

Work required under this contract supports the following outcomes:

  • Outcome 1: Accountable governance and operational market management system that includes women’s voice;
  • Outcome 2: Market vendors have increased skills and knowledge to increase economic opportunities and control over their income; and
  • Outcome 3: Market facilities and management rules are gender-responsive, transparent, safe, comfortable and affordable for women in the pursuit of their livelihoods; and
  • Outcome 4: Women are empowered to stand up for their rights, voice their concerns with market authorities and duty bearers, and resolve problems that adversely affect their wellbeing.

The support will enable UN Women initiate the implementation of the Safe and Prosperous District Programme and the Markets Economic Recovery and Inclusion Program (MERI).

Duties and Responsibilities

Under direct supervision of the Program Analyst and overall supervision of the Programme Specialist, the Project Interlocutor will be responsible for providing coordination and technical assistance through performing the following key tasks and delivery of the expected results:

Provide support to programme management and implementation:

  • Coordinate and provide technical support to key authorities responsible for the management of targeted markets.
  • Provide support for coordinating UN Women’s technical support to the Provincial government, District and local level governments
  • Assist in strengthening connections between the working committees for market management and key governance mechanisms related to gender equality, for example the Provincial Family and Sexual Violence Secretariat, the Provincial Family and Sexual Violence Units within the RPNGC and other related mechanisms
  • Participate in all relevant coordination meetings and provide substantive input to guide the coordination efforts and activities of existing work
  • Provide support and guidance to other UN Women Consultants that will be deployed on site to undertake various aspects of the project
  • Work with UN Women staff to ensure that interventions for market management authorities and market vendors are implemented in line with agreed expectations
  • Provide technical assistance and coordination support to market vendors to form vendors association(s) to ensure Gender Equality and Women’s Empowerment (GEWE) commitments are fulfilled
  • Provide support and guidance to the Youth advocates in coordination with local authorities, the local youth desk and other relevant partners for smooth implementation of the youth led outreach activities

Continue dialogue with key stakeholders on the planned activities:

  • Meet on a regular basis with key stakeholders to ensure coordination on programme implementation
  • Coordinate and maintain regular contact with women’s groups, youth groups, civil society organizations, community/religious leaders, and local government counterparts
  • Ensure women vendors effective participation and dialogue with key market management authorities
  • Monitor and strengthen existing relationships with key programme partners
  • Conduct monitoring and assessments on projects and project risk and provide regular updates to UN Women
  • Map out and explore synergies for coordination in the project sites to be considered by the SPD programme team.

Provide support for information gathering and data collection

  • Provide research and documentation support for ongoing/future initiatives on women’s economic empowerment as well as public safety (data and information collection, briefing notes, presentations, concept notes, talking points)
  • Assist with facilitating and/or monitoring UN Women work in the project sites to ensure effective implementation
  • Assist in preparation of knowledge resources, best practices and lessons learned, including fact sheets on thematic issues

Duration of the assignment

The duration of this assignment will be from 15 September 2021 to 30 December 2022. There is a possibility for extension. Work should begin from 1st of September upon signing of the contract.

Expected Deliverables and Timeframes

The following deliverables are expected from the Consultant to deliver noting that timeframes for delivery is not static and may change depending on changes within each project site. The consultant will develop a flexible workplan in consultation with the Programme team in Port Moresby.

The payment for each deliverable will be made upon the approval of UN Women of a FINAL version of monthly report capturing activities undertaken in that month.

All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials utilized to be referenced and returned. All materials are property of UN Women.

Inputs:

UN Women will provide copies of all relevant documentation in electronic / hard copy to the consultant. The Consultant is expected to work remotely using her/his own computer. The consultant is expected to provide their own stationary including printing supplies for the duration of this contract period.

Transport:

The consultant will be responsible for arranging their own land transportation. A transport subsidy will be paid each month upon submission of the monthly deliverable.

Communications:

The Consultant will be required to provide their own local communications such as SIM cards and phone credits. The consultant will provide her/his own laptop and mobile phone including a mobile Wi-Fi hotspot device in order to enable internet access. UN Women will subsidise the costs at a set rate for communication per month which should be included in the detailed financial proposal.

Accommodation:

The Consultant is to be locally based and is expected to already be residing in that area, applicants who are not residing in the location will not be considered. Accommodation costs cannot be included in the financial proposal.

Security:

The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.

Insurance:

The Consultant will arrange private insurance and the cost of which will be included in the financial proposal.

Office space and facilities:

The Consultant is expected to provide his /her own office space for this assignment including stationary. A one-off establishment fee will be paid in the first month after submission of the inception report for procurement of stationary items and other costs for establishment of operations.

Performance evaluation

The Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Evaluation:

Applications will be evaluated based on the cumulative analysis:

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

  1. Financial/Price Proposal evaluation:

Annex I and II is shared herewith, below, to set the guidance to submission/s of financial proposals.

  1. Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  2. The total number of points allocated for the price component is 100 (30%).
  3. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation.
  4. All other price proposals will receive points in inverse proportion to the lowest price.
  5. The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal:
    • The consultant’s daily rate estimated to complete deliverables. Please note that UN Women solely pays upon submission of deliverables.
    • The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price. Airfare, daily subsistence allowance and terminal payments for travel outside of Papua New Guinea will be paid directly by UN Women and are not required to be included in the lump sum amount.
    • UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.
    • Currency of the price proposal. The applicants are requested to submit their price proposals in PGK. In case of proposals in other currency, these shall be converted into PGK using the official UN exchange rate for currency conversion to PGK at the date of applications’ submission deadline.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate cost break down (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

2.Travel costs

Travel is anticipated however will be covered by UN Women as and when needed. These costs cannot be included in the financial proposal

3.Daily Subsistence Allowance (DSA)

There is travel anticipated for the consultant, however DSA costs will be covered by UN Women and should not be included in the financial proposal.

4.Currency of the price proposal

The applicants are requested to submit their price proposals in PNG Kina. In case of proposals in other currency, these shall be converted into PNG Kina using the official UN exchange rate for currency conversion to PNG Kina at the date of applications’ submission deadline**. The financial proposal must be submitted in the form specified in the Annex I.**
