About Us

Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. In 2016, IRC Germany was founded and is involved in the areas of education, economic wellbeing and safety, legal protection, and empowerment throughout Germany.

Established in January 2016, the Awards Management Unit (AMU) is a global unit with staff based in Bonn, Berlin, New York, London, Bangkok, and Amman. It has responsibility for identifying, securing, and managing all funding from statutory/government donors. The unit is organized into five pillars: Strategic Partnerships, Programme and Grant Support, Compliance and Policy, Programme Development, and Training.

The Project Finance Manager contributes to the effective financial planning, monitoring, oversight, and control of projects funded through IRC DE and implemented by IRC’s country offices and non-IRC partners. The role is required to be proactive, engaged, and effective in providing ongoing support throughout the project life-continuum, from pre-award planning and budgeting to post-award reporting and closeout.

Major Responsibilities

- Support the Project Finance Lead to develop training materials and carry out training of IRC in-country staff while Supporting the PF Lead to develop work-processes and checklists for award implementation and record the lessons learned. - Coach RO/CO in financial policies and procedures regarding donor compliance, rules and regulations (incl. procurement, eligibility, match, cash mgmt., budget flexibility). - Systems, processes, and ways of working (incl. onboarding, planning, reporting) - Business partnering, providing value added intelligence, support, and advice that project delivery teams for decision making. - Budgeting and financial monitoring (incl. expenditure, match funding, cash balances, eligibility, existence, and completeness of supporting documentation) - Review and provision of feedback, ensuring timely submission of reports in collaboration with / ensuring inputs from relevant PA, CO and RO finance staff. - Fund management and cash transfers includes tracking of funds receipts from the donor, transfers to the partners, and the associated reconciliations. - Review / proof accounting records (e.g., receipts, advances, expenditure) on test basis. - Prepare entries for Revenue recognition and ICR calculation and coordinate its recording with the finance team. - Project reconciliations and closings – ensure compliance with the donor and IRC requirements. - Project audit coordination: Coordinate donor specific project audits with PA and CO/RO. - Review proposal budgets, Interim/Final Donor Reports, and coordinate with the CO/RO + PA. - Review donor, sub-grants/partnership agreements to ensure compliance and compatibility with our financial systems (incl. financial clauses, FX, duration, cash flows etc.). - Review of processes and practices as per internal policies and guidelines - Conduct online meetings and monitoring visits to CRRD country offices finance and partnership teams on the awards’ financial management.

Your Profile

- Excellent financial and analytical skills, with a bachelor’s degree in accounting, business management or similar and advanced university degree in Finance, Accounting or CCAB Qualification required. - A minimum of 5 years' experience as a finance professional. - A dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. - Ability to manage a team and demonstrate leadership, including performance management and development. - Experience of financial management of institutional funding, ideally from ECHO, GFFO, FCDO, Sida and/or BMZ; understanding of donor financial guidelines and requirements. - Good communication and influencing skills: ability to communicate clearly and use professional confidence to influence internal and external stakeholders to achieve a positive outcome. - You have English language skills at C1-C2 level according to the Common European Framework of Reference for Languages (CERF). German, French, Spanish, and/or Arabic language skills while not required, are desirable.
