This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

This project aims at provision of safe and dignified living condition for Yemeni families through rehabilitating the damaged houses, covering the major to medium scale damages of houses and sanitation facilities in the 2 Districts of Aden” Mualla, Khor Mkasar ”. These two districts are the most affected areas for this stage as per damage assessment of the ministry of Public Works and Highways.

Under the guidance and direct supervision of the National Construction Engineer and International Project Manager, with close coordination with National Programme officer he/she UN-Habitat Field Engineer (FE) will be responsible for planning and implementing activities under project "Adequate Housing –Restoration of 600 Low-income Housing Units – Aden Governorate – Republic of Yemen", ensuring that targets are reached according to the work plan; monitoring the project and direct supervision of Construction Sites Foremen's team throughout the project period; documentation of project activities; recording of statistics, and reporting to the NE through weekly reports.

Specifically, the he/she shall:

• Support the team in the different domains of project tasks which mainly described as follows: • Undertake daily follow-up on project implementation works including in areas of rehabilitation of housing unit, ensuring all implemented works comply with specifications, drawings, and contract conditions. • Undertake regular follow-up and liaison with local stakeholders, districts, and supervising and receiving committee concerning the progress of the project, challenges during the implementation and identification of solutions. • Undertake regular coordination and collaboration with wider UN agencies to insure integration in the planning and implementation of activities. • Undertake routine monitoring and follow-up the progress of works and report to supervisor on any deviation from project timetable. • Prepare biweekly reports capturing all issues of note in daily/regular monitoring and follow-up. • Prepare as-built measurement books for the works been implemented in the site and report on any deviation from the bill of quantity. • Check the submitted quantities in the payment request of the contractors and inform supervisor on any error or discrepancy between the submitted quantities and recorded in the measurement book. • Prepare narrative reports on social and demographic structure of community groups, services and infrastructure, shelter and damage of housing and infrastructure, and access to building materials upon to the demand of work. • Participate in the conducting of workshops, focus group discussions or other sessions related to activities. • Represent UN-Habitat in the field with donor, authorities, community and specially Wash and Shelter clusters and other humanitarian partners • Contribute to the development of field assessments to produce sufficient data, context and BoQ for the intended intervention works. • Coordinate UN-Habitat colleagues in defining innovative solutions for shelter and infrastructure rehabilitation projects and related needs assessments. • Coordinate the market research and analysis for building equipment and construction materials when needed.

• Experience in the humanitarian context. • Experience with INGO or UN organizations. • Good command of English language. • Field experience in housing/emergency in insecure environments. • Ability of remote management when security requires. •Willing to be based in Aden and follow up security management.

UN personnel in Yemen operate in a volatile security environment. In Aden, personnel work in secured compound with limited access outside of the city, which usually can only be done with stringent clearances and depending on the destination, a military escort. Aden is a non-family duty station and is classified as security risk moderate. UN personnel in Aden live in Minimum Operational Security Standards (MOSS) compliant residences outside of the UN compound.
