• Produces high-quality outputs on Stabilization and Recovery; • Establishes strong and fruitful partnerships with relevant stakeholders; • Produce high quality reports on infrastructure project funded through QIPs programme; • Provides solid substantive operational support to MINUSMA Stabilization & Recovery Section; • Effectively develops staff under his/her supervision, including their on-going learning and development;

Under the direct supervision of Programme Management Officer and/or Regional Team Leader and under the overall guidance of the Director of Stabilization and Recovery section, the UN Volunteer will undertake the following task: • Plan and supervise different types of civil engineering works (building, small roads, water and sanitation facilities, electrical works, etc.) and prepare respective project documents and programmes. • Supervise teams of international and local construction workers for cost-efficient and cost- effective delivery of services. • Conduct preliminary site visit and investigation to obtain field data such as soil characteristics and availability of existing service facilities such as road network, water
services electricity and generators, drainage systems etc. and other data required for project evaluation and implementation. • Prepare or assist partners for the preparation of technical specification, sketch and plans, projects documents, contracts, etc. taking into account the local uses and construction codes, national and international laws, regulations and standards. • Provide technical guidance to implementing partners, contractors, national and international organizations, mission section/component on project design, monitoring and evaluation to ensure correct implementation. • Prepare and revise budget for purchase of equipment, materials and different type of works, including scrutinizing requisitions for equipment and material. • Supervise contractors and implementing partners completing projects to ensure cost- effective and efficient delivery of agreed outcomes; • Regularly monitor performance of project implementing partners and provide technical advices and guidance as required. • Prepare comprehensive progress report of projects. Verify progress of works against budget/fund and recommend for release of payment accordingly. • Provide technical evaluation and monitoring of Mission funded projects or project executed by the Mission (QIPs and others). • Liaise regularly with all stakeholders in successful implementation of the projects. • Design and/or maintain database of information on projects and programs. • Perform any other related duties as required within the area of operations).

of progressively responsible experience in the implementation of engineering projects in the field. Working experience with UN is an asset. Knowledge of Project and pro-gram management and AutoCAD are required.

Gao is non-family duty station. Living conditions are acceptable, but security instructions need to be strictly complied with. The national currency is the Franc CFA (April 2020 exchange rate is 1 US$ = 545 FCFA). Visa credit cards are acceptable in some hotels and larges shops in Bamako. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from UN Medical Section or from pharmacies, but provision need to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. Appropriate measures are in place to mitigate the current security risk for UN personnel in the country. All UN Volunteers, like all UN personnel, undergo a security briefing and the 3 days mandatory training “Safe and Secure Approaches in Field Environments” (SSAFE) upon arrival, where practical guidance and recommendations are provided regarding security threats in Mali. An additional security briefing is provided upon arrival to the final duty station. Like all UN personnel, UN Volunteers based in Gao are accommodated in UN premises. UN provided accommodation in Mali is compliant with wellbeing standards, i.e. female/male bathrooms. A welfare committee is also active in all duty stations to ensure enough access to welfare commodities, including food supplies. Emergency contacts (security, medical, staff counselling, UNV Office) are made available for all UN Volunteers upon arrival, and each individual is provided with a VHF radio and a call sign, which can be used at all time. For the sake of rewarding experience, UN Volunteers in MINUSMA carry out their duties with flexibility, commitment and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
