The purpose of role:

The Project Director will have the overall management responsibility for the effective and timely implementation of the Mongolia Child Protection Compact project ensuring the quality of all project outputs and activities described under the scope of services and coordinating and consolidating inputs of consortia and implementing partners, government agencies, NGOs, CSOs and other specialists. The Mongolia Child Protection Compact project’s main goal is to increase the capacity and collaboration of the government, civil society, and private sector stakeholders to strengthen Mongolia's efforts to effectively prosecute and convict child traffickers with a victim-centered approach, to provide comprehensive trauma-informed care for child victims of trafficking (VOTs), and to prevent child trafficking in all its forms. The project is targeted at building capacity of national and local government, civil society, and private sector stakeholders engaged in counter-trafficking and child protection activities and these groups will then serve vulnerable boys and girls.

The position will work at the National Office, World Vision Mongolia.

Major Responsibilities:

Project Implementation (45%)

  • Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities.
  • Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
  • Lead and provide oversight for the developmentally and implementation of all Outputs, especially Output 3 and 4 implemented by WV

Output 1: Partnership

Output 2: Prosecution

Output 3: Protection

Output 4: Prevention

  • Ensures that the program is technically sound, evidence-based, and consistent with donor and stakeholders’ priorities.
  • Ensures the project produces the specified results in the annual work plan(s) to the required standard of
  • quality and within the timeline and budget parameters.
  • Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
  • Ensures that the project progresses in accordance to its contractual obligations and complies with donor regulations and internal organizational policies.
  • Oversees budget pipeline development and budget monitoring.
  • Compliance and alignment with WVI standards, policies, guidelines, approaches and strategies.
  • Ensure alignment of programs with National Strategy and WVI Partnership Strategic goals and priorities.
  • Ensure the proper integration of Advocacy, HEA, Sponsorship, child protection and other cross cutting themes in project implementation.

Leadership/Management (12%)

  • Participate in the NO level Management meeting and share the project highlights and lessons learnt
  • Provide leadership to the project team and ensure smooth running and efficient delivery of support/services.
  • Adhere to WVI key policy documents. mission, core values, and covenant of partnership.
  • Attend/Lead in regular devotions and support spiritual development of his/her team.
  • Raise and discuss relevant concerns for decision making produced with leadership

Networking and Coordination (25%)

  • Coordinate routinely with the consortia, MDTF and project implementing partners on the project progress
  • In coordination with the GAM Director, develop and maintain good relationships with major ministries such as Ministry of Justice and Home Affair, Ministry of Labor and Social Welfare and its sub agencies Agency of Family Child and Youth Development, National Police Authority, donors and WV US including planning how to approach donors (government/private donors and support offices); streamlining strategic dialogues and overseeing the implementation process.
  • In coordination with the GAM Director, develop and maintain good relationships with SLT and Regional office (when required) Partnership Offices on LEAP 3 Technical Approaches/Programs, HEA, Sponsorship and Advocacy. To participate on related events as appropriate.
  • Act as a role model in advocating/promoting the organization and stakeholder transformation to WV’s principles and vision.
  • Acts as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with USG and other key stakeholders.
  • Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, USG, partners and stakeholders.

Resource acquisition and Management (10%)

  • Support and provide technical support to proposal development and high level dialogues and engagement with key donors and government
  • Support the development of strategy to diversify funding opportunities for WVIM from various sources.
  • Provide leadership to GC/RO/SO/donor visits, requests, communications as well as fulfilling SO and donor requirements.

Perform other duties as required (5%)

QUALIFICATIONS:

Education

  • Advanced university degree in child protection, human trafficking, public administration, international development, or a related field
  • Strong verbal and written communication skills in English and Mongolian
  • Willingness to work at remote field project sites with additional travel in country as required

Experience and other qualifications

  • Extensive experience on (5-7 years) working in the field of child protection, child welfare, human trafficking and social justice issues and related areas
  • Proven track record of in project management of USG grants, cooperative agreement, and/or child protection, criminal justice projects including activities coordination and implementation
  • Strong analytical skills to assess the impact of child protection interventions, identify gaps, and develop evidence-based strategies for improvement in child protection sector
  • Strong understanding of anti-trafficking programming and local context and USG assistance programs, their history, and their development
  • Experience building relationships and working with local authorities, national ministries and donor colleagues in country
  • Strong leadership skills with the ability to inspire and mobilize teams to achieve proj4ect goals,
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, donors and communities
  • Networking and partnership-building skills to foster collaboration and coordination among various stakeholders in the child protection sector.

The position requires ability and willingness to travel domestically and internationally up to 5% of the time.
