  1. Role Summary:

NRC is grant holder for various consortium projects in Lebanon, funded by EU/ECHO and other European donors. Each requires coordination between members agencies, their staff and the various donor(s). A Consortium Manager is the senior manager responsible for overall oversight and accountability, and is supported by a Project Coordinator. The Project Coordinator will be responsible for overall project administration and grant management, including drafting reports, donor compliance, and other documentation and undertaking processes for overall coordination of the consortium and committees. In addition, the position covers other tasks including financial analysis, project monitoring, support with donor / external communications and internal compliance and accountability functions. As such, it is a polyvalent role of diverse tasks and responsibilities, responding flexibly to the specific needs of the consortium within which the position works.

Generic Responsibilities:

  1. Coordinate and implement the project according to strategy, proposals and plans.
  2. Be accountable for the quality of proposals and reports submitted to regional office and donors.
  3. Ensure adherence to NRC policies and donor requirements.
  4. Develop detailed annual activity and work plans.
  5. Promote and share ideas for improvement and necessary changes in the activities.
  6. Cooperate with relevant partners and local authorities.
  7. Prepare periodic progress reports and other documents as required.
  8. Ensure proper filing of all project documents.
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilities

  • Contribute to the development and revision of funding proposals, budgets and (narrative and financial) reports.
  • Create tools to simplify the processes of proposals and reporting.
  • Coordinate the development and distribution of internal and external reports.
  • Break down the annual operational plans (including program activity and communications/visibility) into weekly, monthly and quarterly detailed implementation plans.
  • Support in the regular follow-up of the plans with partners and flag any delays.
  • Support in ensuring donor and internal compliance.

  • Facilitate information sharing and exchange by:

  • Writing generic concept notes and program factsheets to be used in donor meetings and visits.

  • Maintaining up-to-date list of contacts and relevant partners including UN agencies, local/national NGOs, and the donor/diplomatic community.
  • Tracking ‘key learning’ on working in consortium.
  • Ensuring that relevant reports, announcements, and updates are timely and consistently circulated to relevant stakeholders and partners via regular digest emails/newsletters.

  • Ensure smooth running of regular Secretariat office functions, including procurement of required goods and services, scheduling, transportation, expenditure tracking, reception, and other administrative functions, in close cooperation and in accordance with the policies of Host Agency (NRC).

  • Manage organization, scheduling, venues and other logistics for regular and ad hoc coordination meetings, workshops and events.

  • Record and disseminate detailed notes of board meetings and other meetings as requested.

  • Accompany and facilitate donor visits at field level, setting up agenda, schedule, logistical arrangements

  • Facilitate the due diligence process by being the main Focal Point between partners and Consortium Grant holder.
  • Coordinate in accordance with the grants team on facilitating the project cycle management meetings (Grant Planning, Opening, Closing, Review)
  • Draft, update and amend Consortium agreements, in coordination with Grant Holder relevant department, including Consortium Members MoU, Financial Agreement, Data Sharing Agreement, Downstream Partnership
  • Ensure proper document management on Site groups, filing tree & Cycles with relevant access to partners on relevant consortium folders.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Consortium Manager, M&E Coordinator,
  • Grants Manager and Finance unit
  • Compliance & Partnership unit
  • Donors, Partners, and Service Providers

  • Bachelor degree in Business, Administration or another relevant field
  • Between 3 to 5 years of relevant experience within field of expertise
  • Previous experience from working in complex and volatile contexts
  • High degree of literacy and numeracy required.
  • Proficient in Microsoft Office Applications including Excel, Word, and PowerPoint
  • Experience in M&E; Project Management; Coordination; and/or understanding of donor rules and regulations highly advantageous.
  • Fluency in English, both written and verbal
