Project Coordinator for the National Adaptation Plan (NAP) and support to the UNEP Country focal point in Honduras

Result of Service The National Adaptation Plan (NAP) and support to the UNEP Country focal point in Honduras will be responsible for the achievement of the expected outcomes and outputs of the project “Enabling Environments to Effectively Plan, implement, monitor and report strategic National Adaptation Processes in Honduras” in coordination with the Climate Change National Directorate of the Secretariat of State for Natural Resources and Environment (SERNA) of Honduras and other national consultants and government and non-governmental counterparts. This includes the overall planning, organization, coordination, implementation, monitoring, reporting of the project, and providing strategic guidance to the project team.

The consultant will be responsible for the execution of the following activities:

a) Ensure good management of technical, financial, and project team resources. b) Ensure that project components and deliverables are closely aligned to supporting the integration of climate change adaptation into national, sectoral, and provincial strategies, plans, and budgets. c) Ensure that the implementation of the project activities and results are in accordance with the required quality standards and specified timelines and costs, and within the framework of the norms and procedures of UNEP and the Secretariat of State for Natural Resources and Environment of Honduras. d) Plan, manage, coordinate, and execute the daily activities of the project, such as workshops, technical meetings, consulting missions, and the preparation of technical reports, as indicated in the proposal document, ensuring that the vision and values of the United Nations are respected, particularly in matters of sustainable development, gender equality, and climate resilience. e) Collaborate in the preparation of donor reports, annual operating plans, procurement plans, and budgets for the project. f) Ensure that the operations, financial and logistical management, procurement, and project activities are carried out in accordance with the project proposal, and the procedures of UNEP and the Secretariat of State for Natural Resources and Environment of Honduras. g) Plan and guide the monitoring, tracking, and evaluation of the implementation of the project at the national level. h) Develop terms of reference and collaborate in the administrative task related to identification, selection and recruitment of consultants. i) Follow-up project deliverables, and provide technical guidance and recommendations to overcome challenges, and promoting high-quality deliverables that are completed in a timely manner. j) Collaborate by providing technical inputs on activity reports of each consultant, and associated deliverables and verify that their supporting documents are properly linked to the corresponding activity. k) Ensure the dissemination of project results to stakeholders. l) Ensure timely preparation and submission of annual reports, as well as other management and progress reports such as the inception report, required by the Green Climate Fund, UNEP, and the Project Steering Committee in the appropriate formats and according to the procedures of UNEP and the Secretariat of State for Natural Resources and Environment of Honduras. m) Ensure timely preparation and submission of budget revisions, financial reports, quarterly expense reports and advance payments, including progress reports and other substantive reports. n) Organize the Project Steering Committee (PSC) meetings and ensure the timely preparation of meeting documentation (including progress reports) and meeting minutes. o) Ensure has printed/physical and digital records of project documents, including financial and procurement documents, in accordance with audit requirements. p) Maintain effective communication with project partners and stakeholders to disseminate the results, as well as facilitate inputs from stakeholder representatives as project partners. q) Ensure full compliance with the visibility policies of UN Environment and Green Climate Fund. r) Participate in political and technical-level meetings to ensure that climate change adaptation actions and initiatives are aligned with the National Adaptation Plan and NDC. s) Participate with the UNEP Country focal point in the meetings of the UN Country Team in Honduras. t) Collaborate with the development of reports and documents related to UNEP activities within the framework of country results. u) Facilitate and coordinate political and technical meetings with national counterparts to ensure that UNEP's actions and initiatives are aligned with national priorities and international commitments, in accordance with UNEP's standard. v) Carry out other tasks inherent to the objectives of the position.

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The United Nations Environment Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

To implement the agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs).

In terms of supporting countries in the region to attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensuring that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated into the development of its tasks to guarantee equitable development in line with its adaptation objectives.

The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, framed within the Readiness program of the Green Climate Fund (GCF), and referred as “Plan A Honduras Project: Strategic Planning of Climate Adaptation”.

The project aims to sustainably build country capacity in identifying, prioritizing, planning and implementing measures that address medium and long-term adaptation needs considering The United Nations Framework Convention on Climate Change (UNFCCC)decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate, including the different line ministries, local governments, private sector, and civil society organizations.

The project seeks to achieve its components and objective through:

1. Strengthening the institutional and technical capacity of the country and the participation of interested parties. 2. Strengthening strategic planning for national adaptation. 3. Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC) fostered. 4. Knowledge management of adaptation to climate change. 5. Strengthening the adaptation transparency framework.

To achieve the project's objective, UNEP-LACO is hiring a Project Coordinator for the National Adaptation Plan (NAP) and support to the UNEP Country focal point in Honduras. Who will be responsible for the achievement of the expected outcomes and outputs of the project “Enabling Environments to Effectively Plan, implement, monitor and report strategic National Adaptation Processes in Honduras” in coordination with the Climate Change National Directorate of the Secretariat of State for Natural Resources and Environment (SERNA) of Honduras and other national consultants and government and non-governmental counterparts. This includes the overall planning, organization, coordination, implementation, monitoring, reporting of the project, and providing strategic guidance to the project team. Additionally, he will work in close collaboration with the UNEP Country focal point for Honduras, providing technical input and strategic context for activities related to UNEP in the country.

The Project Coordinator for the National Adaptation Plan (NAP) and support to the UNEP Country focal point in Honduras will work 40 hours per week at the Project Management Unit at Tegucigalpa, Honduras; and will operate under the general supervision of the UNEP Adaptation Program Management Officer in the Latin America and the Caribbean Office and work in close collaboration with the UNEP country focal point in Honduras.

Qualifications/special skills ACADEMIC: - A bachelor's degree in sustainable development, public policy, natural resources management, or a similar field is required. - Master’s degree in project management, environmental economics, climate change, sustainable development, or any related field is required.

EXPERIENCE: - A minimum of 12 years of experience in project management in the fields of sustainable development, environment, natural resources, and climate change is required. - 5 years of experience in processes and/or projects related to climate change is desirable. - At least 3 years of previous experience working with national or local government entities is desirable. - Experience in environmental project implementation, monitoring and/or evaluation, preparing progress reports, identifying challenges, and proposing solutions to overcome them is desirable. - Experience in the elaboration, preparation and design of reports and official documents from technical and high-level meetings as well as from the review of primary and secondary data is desirable. - Desirable experience with stakeholders from public, private, civil society, academia, indigenous peoples, and Afro-Honduran communities. - Desirable experience in participatory processes for the development and implementation of public policies focused on climate change adaptation. - Experience in processes related to climate change investments from donor funds and other modalities such as loans will be appreciated. - Demonstrated experience in drafting, preparing, and designing reports and official documents for technical and high-level meetings will be valued. - Demonstrated work experience in the organization and implementation of small to medium size events is an asset. - Previous work experience and knowledge about climate change adaptation in Honduras is desirable. - Experience in facilitating multi-stakeholder negotiations and engagement is highly desirable. - Demonstrated ability to communicate to a wide range of actors including decision makers and members from the civil society, the private sector, and others is desirable. - Experience with international cooperation projects and/or international organizations will be an advantage, as will be knowledge of UNEP policies, procedures, and practices is desirable.
