Job title: Project Coordinator for “Mongolia Dzud Emergency Response Ⅱ” (MONDER Ⅱ) project

Location: based in the National office, Ulaanbaatar, Mongolia

Contract type: Fixed term (6 months)

PURPOSE OF POSITION: Since October 2023, Mongolia has been facing severe winter and caused to dzud. It has been over 10 years since the last time Mongolia has faced 2 years of consecutive dzuds. In Mongolia, more than 100,000 herder families with 40 million livestock are affected by dzud, more than 500,000 livestock died from dzud. Among affected families, 34,504 HH with more than 100,000 men and women, boys and girls are living below standard. There are 213,000 people in need including 53,000 vulnerable women, men, girls and boys who need immediate and life-saving assistance.

World Vision Mongolia is prioritizing to show humanitarian response to dzud affected population and their livestock through multipurpose cash assistance and animal fodder. In order to deliver dzud intervention to local community, World Vision is planning to “Mongolia Dzud Emergency Response Ⅱ” (MONDER Ⅱ) Project in 5 aimags including Bayan-Ulgii, Khovd, Uvs, Arkhangai and Dornogobi locations to implement the dzud disaster response project. The project focuses on meeting USAID BHA”s agricultural component and requirement.

The purpose of the role is to provide efficient and effective support to grant project implementation and ensure effective financial and supply chain management and compliance for grant administered and/or implemented by through interventions through “Mongolia Dzud Emergency Response Ⅱ” (MONDER Ⅱ) project. He/ she may provide technical review and guidance to procurement team for selecting suitable animal fodder.

MONDER Ⅱ project intends to deliver several interventions within the Multipurpose Cash Assistance and Agriculture sectors of the BHA Emergency application guideline. The project’s main activities will focus promoting the project goal “To provide rapid emergency assistance to herders who are affected by dzud disasters in order to decrease the vulnerability of herder households” by conducting household selection with developed criteria, distributing multipurpose cash and animal fodder to dzud affected community in targeted areas.

MAJOR RESPONSIBILITIES

PROJCET PLANNING, MONITORING AND REPORTING

  • Prepare monthly plan in accordance with deign document and submit to project leader, share approved document with field staff to help better planning of their field activity
  • Lead effective monitoring at project target areas and collates & supply monitoring data to Project manager, Grant Manager and World Vision technical programs staff
  • Lead project baseline, end-line and monitoring studies and provide technical support to project field staff ensuring monitoring process held properly.
  • Ensures monitoring information is used to improve project performance and made available for technical program reports
  • Contribute to Donor visibility plan is developed and implemented in line with donor requirements
  • Prepare the project documentation to ensure all required reports are submitted on time, accurate, and complete. This is including the provision of information for the monthly report, quarterly report, monitoring checklist, along with updated indicator tracking table and project documentation
  • Provide monthly, semi and annual reports based on activities undertaken and results
  • Contribute to Donor visibility plan is developed and implemented in line with donor requirements
  • Support to develop the grant project proposal & design as required
  • Coordinate the implementation, and monitoring of the project at the project target areas with local government units and other stakeholders.

PROJECT IMPLEMENTATION

  • Facilitate consultative planning, reflection, and feedback with project stakeholders.
  • Facilitate the project planned activities cooperating with key stakeholders and project beneficiaries
  • Spend project budgets efficiently in consultation with management team and key partners and donor approvals, ensure funds are spent in alignment with budgets on time.
  • Ensure program expenditures, to ensure that they are within the project budget and under World Vision’s financial policies and donor’s requirements
  • Ensure program accountability and sustainability drivers throughout program implementation
  • Prepare the project documentation and reporting to ensure all required reports are submitted on time, accurate, and complete. This is including the provision of information for the monthly report, quarterly report, monitoring checklist, along with updated indicator tracking table and project documentation.
  • Ensure timely completion of project visibility plan following WVUS requirements, prepare all necessary data and information in required formats.

NETWORKING AND COORDINATION

  • Work closely and develop a professional relationship with partner agencies, including local Governor Offices and relevant agencies at national level.
  • Engage in community, as well as national level policy dialogues, deliver project impact and lessons learnt to respective authorities, donor agency, and the representative support office
  • Build and maintain effective working relationships with community leaders and local NGO’s to enhance program effectiveness.
  • Ensures program priorities and approaches are aligned with community, partners & donor’s requirement and standards
  • Coordinate donors & partners visits in the project fields
  • Regular information sharing with partners on project implementation and document best practices

General

  • Contribute to the common goal and aspirations of the WVI Mongolia,
  • Attends devotions and weekly chapel services and support spiritual development of the team
  • Ensures project supports awareness raising for prevention and reporting of child protection incidents occurs across the project area
  • Perform other tasks as assigned by supervisors

KNOWLEDGE, SKILLS, AND ABILITIES

Minimum education, training, and experience requirements to qualify for the position

  • A Bachelor and higher-level education in the field of agriculture sector is highly preferable.
  • Two or more years of experience in international or local relief projects
  • Design, monitoring and evaluation field experience will be advantage
  • Highly proficient in both written and spoken Mongolian and English
  • Proficiency in Microsoft Office programs
  • Excellent at facilitation and organizing skills
  • Good understanding of incorporating gender issues in development;
  • Ability to work under pressure in an independent manner within an interdisciplinary team
  • Ability to deal effectively with stakeholders at all levels
  • Ability to work effectively in a team of diverse skills and disciplines
  • Initiative, ability to manage own time
  • Ability to communicate effectively, including reporting skills
  • Excellent analytical skills
