Job Summary

Under the supervision of the HEA & Grants Manager, the Project Coordinator (OR Project Manager will provide overall leadership and management to the implementation of the SADP funded Gender Equality and Women Empowerment project. The coordinator will be accountable for delivering all project results and support technical leadership for all activities and outcomes of the project, including timely implementation, budget and quality.

Project Leadership, Implementation and Planning (45%)

  • Coordinate with Livelihoods and Environmental Sustainability Manager and Grants Manager, technical and integrated programs, sector leads and support services to ensure that operational systems are in place to support project activities.
  • Timely completion of annual work plans, reports and ensure grant management compliance for the WV project in alignment with (GEWP - SADP) donor and WV regulations.
  • Take lead in coordination and communication within team members as a means to effectively achieve program objectives.
  • Establish and maintain effective project management tools for implementation, work plan management, procurement, budget management and spending planning, quality assurance monitoring, beneficiary accountability, and programmatic and financial reporting.
  • Develop project Detailed Implementation Plans (DIPs), procurement plans, budget track, RASCI Matrix, Communications Plan, M&E plan etc. in line with WV Standard Operating Procedures for the project.
  • Work closely with procurement and logistics to make sure project materials are procured and delivered to project sites in a timely manner to meet the project objectives.
  • Work with other Technical Leads, Cluster Managers and M&E to ensure timely, high quality project implementation, reviews, reporting and oversight.
  • Supervise the project officers to ensure timely implementation of activities and attainment of set outputs, expenditure and management of burn rate.
  • Making pro-active efforts to improve quality of implementation based on reflections and learnings.
  • Manage consolidation of district monthly implementation plans and disseminate
  • implementation and reporting tools in alignment with WV and GEWP - SADP standards.
  • Provide capacity development needed by Project Officers to achieve project activities.
  • Carry out regular joint monitoring visits with M&E to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans.
  • Ensure that the program implementation process by the Project Officers and operations field teams is in accordance with quality standards and Humanitarian guidelines.
  • Work closely with M&E Coordinator to monitor progress, including routine monitoring and updating of Indicator Tracking Table (ITT), work plans, risk management plan, M&E plan.
  • Establish and maintain good working relationships with project partners and official stakeholders at national level and district levels

Staff Supervision and People Management (20%)

  • Demonstrate World Vision’s core values, vision and mission and core competencies in all aspects of the role.
  • Recruit, together with People & Culture and technical advisors, all key project staff
  • Develop and maintain an adequate staffing plan consistent with WV & donor policies/requirements in line with local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives in line with WV Standard Operations Procedures
  • Enhance the capacity of project staff to provide quality implementation of the project by building capacity through off the job, on job trainings and mentorship as well as performance management
  • Support provision of high-quality leadership that can ensure a great culture of performance management, open and reliable relationship between staff members, integrity to facilitate harmonious and mutually accountable relationships between team members.
  • Conduct continuous & quarterly reviews of staff performance in line with WVs performance management system, availing opportunities for staff feedback
  • Ensure development of strong potential successors with the project implementation team.

Budgeting Management (20%)

  • Work with Project/Grant Accountant and Finance to generate project budgets ensuring that all key areas are adequately budgeted for in order to achieve the set targets/goals.
  • Manage grant budget within approved spending levels and ensure accurate and timely financial reports are prepared for donors and WV Support Office.
  • Work closely with Grant Accountant to ensure grant/project compliance and project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Track project expenditure and reporting ensuring that there is not over or under expenditure, that the burn rate is of acceptable level and that all financial transactions are correctly coded and transacted as per donor requirement and standards are illegible.
  • Keep control of cash flow and develop spending plan to ensure due budget management.
  • Anticipate potential over-or underspending, inform support office on time and suggest re-allocations where necessary.

Monitoring, Reporting, Documentation and Knowledge Management (15%)

  • Work closely with M&E to ensure M&E frameworks of the projects are in place and used to guide project implementation.
  • Ensure effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
  • Conduct routine visits to project sites for purposes of project support, monitoring ensuring that implementation is per approved design and plans (e.g. DIP, ITT, M&E plan, risk plan).
  • Prepare quality reports that meet donor requirements and submit overall performance progress reports detailing achievements against plans and variance on a regular basis in liaison to programs and M&E.
  • Organize and facilitate regular project review meetings with project staff to review progress and quality of activity implementation and ascertain that protocols & guidelines as well as international minimum SPHERE standards as provided are meet.
  • Submit timely accurate work Plans closely with M&E and other technical managers to develop tools for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Actively participate in National or Technical Working Groups where key issues related to the project interventions are discussed together with Livelihoods and Environmental Sustainability Manager & Grants Manager, External Engagement and Partnership Manager and other internal stakeholders.
  • Perform other duties as required.

Qualifications and Experience:

  • Master’s degree in project management, master's in social sciences or any other related field preferred.
  • Have at least 7 years of experience in Gender and development with at least 5 years of that experience with donor-funded projects, including staff management, stakeholder management and budget management
  • Experience in implementing GEWP - SADP shall be an added advantage
  • Preferably have experience with the donor funded projects.
