Project Coordinator Consultancy for COVID-19 Laboratory Equipment, Supply and Reagent Procurement project

Duration: 6 months -132 Working days

Context and Purpose of the Consultancy:

UNICEF has an extensive global health presence and strong partnerships with governments and non-governmental organizations at national and community levels. We work to bring practical solutions to the women and children at greatest risk to ensure their survival and health.

The COVID-19 pandemic has resulted in an urgent need for resourced laboratory systems to support accurate and timely case detection, support surveillance and guide disease control efforts worldwide. After the emergence and global circulation of SARS-CoV-2, countries were faced with the challenge of rapidly building and scaling national laboratory systems for COVID-19 diagnostic and surveillance purposes. These efforts are particularly challenging in low- and middle-income settings, where both resources and global supply have not kept pace with demand.

Aiming to remove disparities in access to COVID -19 laboratory diagnostics, equipment, supplies and other consumables required for sample collection, testing and transport, UNICEF joins forces with international partners to bring and scale up COVID-19 testing in low- and middle-income countries as well as build capacity of national and research laboratories.

In view of the above, UNICEF is seeking a Project Coordinator to coordinate a CDC-UNICEF project “COVID-19 Laboratory Equipment, Supply and Reagent Procurement”.

Key Tasks:

1. To review a Master Order Plan after its initial development by CDC and routinely thereafter for overall feasibility, approximate lead times, etc., periodically, in collaboration with UNICEF Supply Division Contracts Manager and Technical Specialist. 2. To review and clarify requests for cost estimates submitted by the US CDC for compliance with the agreed Master Order Plan and Batch Order Plan(s) with specified identified consignee(s) of the supplies, supplies (including referenced material numbers), quantities/units, delivery location(s), transportation and shipment requirements and requested delivery dates for each country. 3. To monitor issuance and acceptance of cost estimates, and financial releases. 4. To monitor and report the movement of goods and confirmation of final deliveries. 5. To monitor and report, jointly with PSAU, the transactions funded with the project deposit. 6. To ensure timeliness of the project activities. 7. To report on the project implementation including detailing country/country lab, ordered supply, quantities, and delivery status and date. 8. Other tasks as may be required by the Contracts Manager. Deliverables: 1. Master Order Plan is timely reviewed, and feedback is provided. 2. Requests for cost estimates submitted by the US CDC are reviewed, clarified and cleared for further processing by the business units across the center . 3. A monitoring and reporting system related to the project implementation is established and routinely maintained. 4. Project reports are prepared timely and accurately.

Requirements Academic: Advanced university degree in project management, supply management, finance, public health and/or related field.

Professional Experience: Minimum 2- years of project management experience. Experience working in public health programs for developing countries and/or public procurement is an asset

Other Skills and Qualifications: - Current knowledge of the latest developments and technology in the field of work - Ability to conceptualize ideas and produce clear and comprehensive reports - Ability to work in a multicultural environment - Able to work independently - Computer skills, including internet navigation and various office applications

Language Requirements:

Fluency in English is required. Additional UN languages will be considered an asset.
