Duties and Responsibilities Background:

The International Trade Centre (ITC), a joint technical assistance agency of the World Trade Organization and the United Nations, is the only international organization fully dedicated to the competitiveness of small businesses in developing countries. The Refugee Empowerment through Markets Initiative (REMI) delivers on ITC’s commitment to leverage trade opportunities for people affected by displacement. REMI is housed in the Section for Women, Youth and Vulnerable Communities (WYVC) of the Division of Sustainable and Inclusive Trade (DSIT) and currently operates in Kenya, Nigeria, Rwanda and Pakistan.

Objective:

Funded by VISA Foundation, REMI is launching a pilot project in Balochistan, Pakistan to increase the competitiveness and market access opportunities for Afghan refugees, members in the host communities and local micro, small and medium enterprises (MSMEs). Specific sectors for this intervention will be determined, but will include digital and entrepreneurship skills, development of online work, business coaching for MSMEs, and their linkage to digital services. The pilot has a timeframe of 18 months (July 2023 – December 2024) and targets participation of 125 refugees and host community members, and 25 local small businesses.

Duties and Responsibilities:

Under the overall supervision of the Programme Manager, REMI and in close cooperation with the GRASP project team in Balochistan, REMI/WYVC will engage a consultant to carry out the following tasks:

- Implement the project inception phase, including market assessments, stakeholder outreach, and negotiations with implementing partner(s); - Provide inputs to and validate proposed scope of work by implementing partner(s), including market and skills assessments, selection and development of training courses and content, development of joint workplan; - Coordinate and oversee the project activities including selection and mobilization of participants, coordination with implementing partner(s); - Facilitate partnerships and collaboration with relevant actors in refugee and entrepreneurship ecosystems in Balochistan; - Coordinate with ITC teams in Geneva and Pakistan to identify synergies

Qualifications/special skills Required Experience: - At least seven (7) years of related work experience in similar roles and refugee-related work - Knowledge of entrepreneurship and development programming, ideally in the context of refugees and host communities - Experience coordinating with development and humanitarian actors as well as government partners in Balochistan

Bachelor's or master's degree in development studies, economics, business administration or other relevant fields. Extensive relevant experience may be accepted in lieu of the university degree.

Languages- Written and spoken fluency in English and Pashto is required. - Fluency in Baluchi is desirable - Knowledge of Farsi is desirable
