Job Description

Job Overview:

The Kansas Office for Refugees (KSOR) was established by the International Rescue Committee (IRC) as the private administrator of the Kansas Refugee Program in 2016 when the State of Kansas opted out of the federal U.S. Refugee Program. Serving as the Replacement Designee for the State of Kansas, KSOR administers funding and programming through the U.S. Department of Health and Human Services, Office for Refugee Resettlement (ORR). KSOR helps shape the state and local contexts for resettlement and integration, building structures and systems that ensure that refugees and receiving communities are supported.

The Project Coordinator works directly with the Senior Program Manager of KSOR to facilitate coordination and collaboration, oversee special projects, and develop resources and improve systems to ensure new client populations are connected to available resources through strategic partnerships and expertise. The coordinator’s scope includes but is not limited to coordinating housing, legal services, and supporting community sponsorship partners across Kansas.

Legal Services

· Manage the new legal services program implementation through a regular, systematic review of procedure manuals and forms

· Identify training needs related to the delivery of legal services in the state. Coordinate training to improve program quality

· Ensure the legal services program operates within federal regulations and guidelines

· Develop & facilitate collaborative partnerships with key resource providers and stakeholders, including USCIS, to facilitate information-sharing and improve access to available services through ongoing strategic communication.

· Identify immigration attorneys, accredited representatives in the state of Kansas to create a statewide resource map of immigration services

· Keep the leadership of KSOR up to date on all new developments, opportunities, and barriers throughout the project management process.

· Collect, organize, and analyze data on statistics and trends related to contract deliverables for reporting purposes and to determine the need for technical assistance from partners

Housing

- Develop innovative long-term housing options beyond traditional rentals - Intervene in areas of the state where housing access and availability are becoming a concern - Participate in national and local-level workgroups to identify solutions to emergency housing needs. - Coordinate with federal, state, and local emergency management officials and/or other entities, such as housing rental companies to secure short-term housing to support initial resettlement. - Collaborate with local resettlement agencies to ensure that their clients' immediate housing needs are met. - Identify emergency housing assistance through other federal, state, or locally funded programs to supplement gaps in cash assistance and housing costs. States should be cognizant of implications for their clients' eligibility for other public assistance programs should emergency housing assistance count as income. - Engage with various stakeholders and housing advocates to build relationships and identify options that may lead to increased housing supply over time. - Identify innovative models in securing affordable housing suitable to the needs of new refugee arrivals, such as working with housing developers with available units and other partners that focus on housing solutions.

Community Sponsorship Refugee Placement:

· Lead the coordination and collaboration with community sponsorship agencies to ensure ORR-eligible populations access services.

· Identify and assess the needs of ORR-eligible populations and gaps in capacity in locations without resettlement agencies and their unique barriers.

· Develop and distribute appropriate communications to stakeholders in communities with community sponsorship placements.

· Assist in the coordination of local community resources in communities with community sponsorship agencies.

· Perform other related duties and activities as appropriate

Job Requirements:

· Undergraduate degree or equivalent experience in related field such as community development or economic development.

· Three plus years previous work experience with transferrable skills.

- Experience in immigration law, or housing access, a plus. - Experience working with refugee populations, a plus. - Experience coordinating multi-organizational efforts to support service provision. - Experience with data visualization tools preferred. - Proven success in writing grant proposals is desirable.

· Proficient in Microsoft office and databases, required.

· Fluent in English, both spoken and written.

- Ability to drive a vehicle; and must have valid driver license, proof of insurance and good driving record.

Working Environment:

· Standard office work environment with considerable time at a computer terminal.

· Position is based in Wichita, Kansas. Remote work may be required.

· Occasional evening and weekend hours as required by the work.

· Approximately 20% domestic travel, mainly within Kansas.
