Job Description

BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The Kansas Office for Refugees (KSOR) was established by the International Rescue Committee (IRC) as the private administrator of the Kansas Refugee Program in 2016, when the State of Kansas opted out of the federal U.S. Refugee Program. Serving as the Replacement Designee for the State of Kansas, KSOR administers funding and programming through the U.S. Department of Health and Human Services, Office for Refugee Resettlement (ORR). KSOR enters into partnership agreements with several resettlement agencies and throughout the state to implement the refugee support programs funded by ORR. KSOR helps to shape the state and local contexts for resettlement and integration, building structures and systems that ensure both refugees and receiving communities are supported.

SCOPE OF WORK: The Program Coordinator is primarily responsible for a range of programmatic and administrative functions to ensure KSOR’s oversight of the Refugee Cash Assistance (RCA) program is implemented as effectively and efficiently as possible. The coordinator reports to the Senior Program Manager.

RESPONSIBILITIES:

- Support the development and updating of the RCA Manual of Policy and Procedures. - Maintain all RCA program related forms, including translated documents. - Conduct monthly quality assurance of RCA data submitted by sub-award agencies, reconciling programmatic data and finance data. - Review client documentation and respond to sub-award agencies’ questions on RCA client eligibility, as needed. - Support the development of training resources and materials for sub-award agencies implementing the RCA program. - Organize all aspects of logistics for meetings, trainings, and conferences. - Review data and narrative reports submitted from sub-award agencies and compile information from data and narrative reports for ORR Semi-Annual Reports; - Assist in planning and drafting of reports from annual monitoring of sub-awardees. - Other duties, as assigned by the supervisor.

Job Requirements:

Education: 4‐year college degree in relevant field required. Graduate degree in management, administration, or related field desired.

Work Experience: At least 3 years of previous work experience with transferable skills.

Demonstrated Skills and Competencies:

- Attentive to detail. - Experience with non-profit administration a plus. - Previous experience supporting grants or contract management an advantage. - Experience working in local, state or federal government, including TANF or workforce programming, a plus. - Experience coordinating multi-organizational efforts to support service provision. - Proven ability to contribute both independently and as a key team member. - Self‐starter with excellent problem‐solving skills combined with the proven ability to multi‐task, prioritize duties, and manage time effectively. - Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred. - Ability to maintain positive working relationships with colleagues and external stakeholders - Ability to drive a vehicle; and must have valid driver license, proof of insurance and good driving record.
