Job Description

Super Typhoon Odette (International name: Rai) ripped through the Philippines on December 16, 2021, affecting and displacing families. Categorized as the strongest typhoon to hit the Philippines in 2021. The typhoon severely destroyed infrastructure in several towns in the Visayas, destroying bridges, flattening agricultural land and houses. According to United Nations report, 1.2 million people directly affected by the disaster. 09 regions affected and 488,000 people displaced and 31 deaths reported.

IRC is working with its local partners (Philippines Business for Social Progress (PBSP) and RAMON ABOITIZ FOUNDATION INC (RAFI) to provide assistance to the affected communities. IRC works in Cebu and Bhol, two most affected areas by the Typhoon Rai. We have reached over 10,000 HH with the immediate food and non-food assistance and planning to scale up our response in multipurpose cash and protection sectors.

Scope of work

IRC is seeking a Project Coordinator. As the project expands in Philippines, IRC requires a strong Project Coordinator to support partnership management, grants management, business development, finance & budget management, and supply chain support. The position will report to Regional Emergency Director and will be based in Manila. The Project Coordinator must be willing to support some administrative functions as needed.

This position is contingent on the IRC securing funding from ECHO. (Proposal already submitted to ECHO)

Responsibilities

Partnership Management

• Lead in drafting and facilitate the signature of sub-grant and service provider agreements, acting as focal point for with PBSP and RAFI for this action.

• Ensure partners are engaged in the key discussions related to the action and decision making.

• Assess partner’s capacity and work with Regional Emergency Director to develop a capacity building plan especially for RAFI

Grants Management

• Draft and ensure timely delivery of high-quality narrative reports, presentations, and other donor-facing and communications materials.

• Coordinate with Finance staff in the regional office to ensure timely submission of high-quality financial reports

• Monitor the grants by facilitating regular grants review, opening, and closing meetings. Assess the performance of the grant regularly and report to Regional Emergency Director for any issues and concerns.

Finance & Budget Management

• Conduct monthly budget vs actual spending meeting with partners and relevant IRC staff. Document the key discussion points and follow up action

• Monitor the under and over spending and report this to Regional Emergency Director and develop contingency plans.

• Manage the programme and operating budget and ensure spending takes place as per the agreed activities and operation priorities.

Supply Chain, Logistics, & Admin

• Ensure both PBSP and RAFI are doing the supply chain functions as per their supply chain policy. Work with Regional Supply Chain Director and provide any capacity building to partners ( based on the need)

• Maintain a comprehensive filing system for all donor contractual documents, reports, key correspondences, etc.

• Perform additional admin tasks as needed.

Requirements

• University degree in a relevant, management discipline or equivalent work experience.

• Excellent professional track record with at least 3-5 years in a project management role.

• Previous experience in in NGOs, particularly in the humanitarian or development sector, an advantage.

• Strong proficiency in budget management, grants management and reporting.

• Strong writing and analytical skills, including ability to communicate technical matters to donors.

• Strong understanding of organizational systems & processes, and willingness to learn IRC ways of working.

• Strong interpersonal skills to work well in on a team, in a multi-cultural environment, and with colleagues working at a distance.

• Fluency in the Microsoft Office Suite of applications, including strong knowledge of Excel

• Fluent in spoken and written English.

Accountability

Reports Directly To: Regional Emergency Director – Asia

This position will supervise Monitoring and Evaluation Coordinator.

Works Directly With:

• Cash Technical Advisor

• Protection Technical Advisor

• Regional Supply Chain Director

• Regional Measurement Action Coordinator

Travel

The position is based in Manila and will require travel to other locations as needed (up to 40%).
