Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolution after, WPS agenda continues to expand its footprint in global policy making.

In the context of Association of South East Asian Nations (ASEAN), promotion of the WPS agenda has accelerated in the recent years. In 2019, ASEAN organized the first Regional Symposium on Implementation of the Women, Peace and Security Agenda, which demonstrated ASEAN’s commitment to advance the WPS agenda. This was the first regional inter-sectoral dialogue since the adoption of the Joint Statement on Promoting Women, Peace and Security (WPS) in ASEAN in 2017. It also marked an important starting point to establish cross-sectoral collaboration on WPS between the ASEAN Socio-Cultural Community (ASCC) and ASEAN Political and Security Community (APSC) pillars. In addition, the Regional Symposium saw progress on advancing inter-sectoral dialogue to operationalize the ASEAN Women’s Peace Registry (AWPR) under the ASEAN-Institute for Peace and Reconciliation.

UN Women in partnership with Global Affairs Canada, is proposing a programme, “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN”, aiming to advance and strengthen the WPS agenda in ASEAN, including preventing violence against women and promoting social cohesion in the region. The programme will promote women’s participation in conflict prevention, resolution and recovery, and will support ASEAN to become a knowledge hub on WPS and lead the advancement of the WPS agenda in the region.

Under the overall guidance of the UN Women Representative and Liaison to ASEAN, and direct supervision of the Gender and Governance Specialist/technical focal point on ASEAN, the Project Coordination Specialist is responsible for the management and implementation of the programme, including the monitoring and evaluation (M&E), reporting, finances and personnel of the portfolio. the Project Coordination Specialist is also responsible for the coordination of the relationships with internal and external stakeholders, including with key partners, donors and UN Women offices.

Duties and Responsibilities

1. Implement and manage the “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN” programme

  • Coordinate the overall Programme work plan development and implementation according to the programme document;
  • Liaise with the Programme Steering Committee (PSC), regional and national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the PSC and UN Women;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Guide coordination with regional and national partners and other stakeholders

  • Coordinate relationships with regional and national partners to support implementation and expansion of the Programme, raise potential problems and provide solutions;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

3. Coordinate the monitoring and reporting on the Programme

  • Gather and compile all information necessary for monitoring and reporting on the Programmes from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from the Programme activities and results to the Country Office reporting.

4. Manage financial resources and supervise staff

  • Supervise and manage a team of professional and administrative staff, review performance and mentor/coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

5. Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, regional/country needs and donors’ priorities and develop the relevant partnerships.

6. Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the Programme;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in international development, social sciences, human rights, gender/women’s studies or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Work experience:

  • At least 5 years of progressively responsible experience at the international level in managing programme interventions with national and/or regional partners
  • Experience in coordination, strategic planning and implementation, including monitoring and evaluation of development programmes and projects, preferably related to thematic area.
  • Experience in coordinating and liaising with government agencies and/or donors in the Asia-Pacific region, particularly in Southeast Asia.
  • Experience in the normative and intergovernmental work, including with regional intergovernmental bodies, to advance gender equality and empowerment of women and girls is an asset.
  • Experience in UN coordination work to drive results for gender equality and/or human rights is desirable.
  • Previous experience working in the UN System is an asset.

Languate requirement:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
