Organizational Setting

The FAO-GEF (International Waters) project “Enabling transboundary cooperation for sustainable management Indonesian Sea (ISLME)” aims to strengthen regional cooperation and to support the effective and sustainable management of the ISLME region. The project will assist Indonesia and Timor-Leste in addressing transboundary concerns and in resorting and sustaining coastal and marine fish stocks, biodiversity and dependent livelihoods. The project will develop collaboratively a Strategic Action Programme (SAP), based on a Transboundary Diagnostic Analysis (TDA), strengthen capacity in natural resource management, regional coordination and information sharing. In Indonesia the project is led by the Ministry of Marine Affairs and Fisheries (MMAF), while in Timor-Leste the project is led by the Ministry of Agriculture and Fisheries (MAF) and the management of activities in each country is supported by a National Project Officer. The project aims to recruit a Project Communications Officer to perform a range of duties related to the communication objectives of the ISLME project in Indonesia and Timor-Leste. The ISLME Project Communication Officer will work under OCC function supervision and the overall supervision of the FAO Representative in Indonesia, the general supervision of the AFAO Representative for Program and the direct supervision of the ISLME Regional Coordinator. Furthermore, the Project Communications Officer will work in close consultation and coordination with ISLME technical team, the MMAF in Indonesia and the MAF in Timor-Leste and the FAO Representation communications and information staff to implement the ISLME Communications Strategy at Regional, National and site levels.

Technical Focus Dissemination of fisheries, marine ecosystem and its management related information from the project among key stakeholders at local, national, regional and international level

Tasks and responsibilities 1. Implement the ISLME communication strategy already developed in close consultation with relevant government officials, the ISLME team and with FAO Representation officials 2. Update the ISLME communication strategy and work plan as required in close consultation and collaboration with relevant government officials, the ISLME team and with FAO Representation officials, to raise stakeholder awareness on the different components and outputs under the ISLME, including the importance of the TDA/SAP and regional cooperation; 3. Liaise with Government communication officer of the MMAF and MAF to communicate and publish any ISLME relevant public information, news, report, and brief. 4. Implement the communication work plan in collaboration with government, public and private partners, which includes: Adapting suitable materials to national culture and language and advise on their methods of production and dissemination; • developing additional materials, activities and events based on an understanding of target audience preferences; • producing and disseminating of new materials/events; • Coordinating (working with service providers when needed) the production of derivative visual communication materials using eye-catching and user-friendly narrative infographics, leaflets, videos or other data visualization techniques; • Coordinating and producing still and video footages and infographics for publication; • Managing storage and backup of all communication materials. 5. Assist the national technical teams in preparing and updating briefs, speeches, talking points, presentations, reports and public information materials. 6. Organize a periodic ISLME newsletter for publication including providing communication content and materials for the FAO and GEF websites, including content for the ISLME project website. 7. Manage the project website of the project in FAO site and in IW:Learn, in coordination with the IT personnel in FAO Indonesia 8. Prepare press releases for any planned or conditional event, and ensure the right information/news is released in proper media mainstreams and/or social media. 9. Document (photos and videos) all activities and related-events of the ISLME project; 10. Undertake other related tasks that may be assigned. 11. Assist the project team and consultants engaged in the ISLME to collect and compile any relevant national level data and information from relevant sources as required for the work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • University degree in journalism, communications, public relations or other relevant third level qualifications • At least 5 years of experience working with the media, information and communications • Experienced with proven track record in awareness raising for fisheries and/or environmental projects • Nationality of Indonesia and resident in the country with a regular work permit.

Technical/Functional Skills

• Excellent command of English is required as are proven writing and reporting skills, the ability to operate under pressure and good interpersonal skills; Strong writing, composition and editing skills in English also in Bahasa Indonesia and Tetum an advantage • Proficiency in MS Office, particularly Word, Excel, PowerPoint, Pagemaker, and other desktop publishing software • Familiar with Photoshop/InDesign, at least one of the video software packages (Final Cut Pro, Premiere Pro, Vegas Pro), at least one of the vector software packages (CorelDraw, Illustrator) • Ability to work with individuals from different cultures and ethnic backgrounds, good interpersonal and communication skills • Preferably some understanding of GIS and website management • Ability to manage priorities and workload within general schedule of work, instructions and standardized practices • Working with Indonesian or Timor-Leste print, radio and TV companies would be an asset
