This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the overall supervision of the Chief of Mission and the Programme Coordinator (Shelter and Housing), the direct supervision of the Project Officer (Shelter) and in coordination with other technical programme specialists, the successful candidate will support IOMs efforts to improve living conditions of crisis affected population across Ukraine.

The successful candidate will be responsible for documenting shelter needs based on cluster and organizational standards. S/he will support the timely and orderly distribution, documentation and application of the items; provide information and support on the application of shelter repairs, in addition to support with CBI activities related to Shelter when needed.

1.Provide support in implementing Shelter activities ensuring that they are in line with the technical guidelines, standard operating procedures (SOP) and quality control plans. 2.Coordinate shelter interventions with local municipalities and other counterparts to assure compliance with national and municipal plans and directions to avoid any overlapping with other actors. 3.Draft and maintain regular distribution and intervention plans and coordinate those closely with the supply chain manager and other programme units CCCM, WASH, NFI, CBI. 4.Coordinate work of field staff and data collection for needs assessment, consultations and FGD’s with affected population, and participate where necessary. Support with drafting the relevant tools and suggest possible intervention modalities based on the outcomes. 5.Monitor field Shelter activities continuously, keep track of work/distribution plans in coordination with field colleagues, and report potential gaps/delays in the implementation to the PM. 6.Assist the Project Officer with the coordination with Supply Chain Unit on the procurement process, delivery of programme items, and monitor closely the performance of Implementing Partners. 7.Ensure that programme trackers are up to date and reflecting field activities correctly. 8.Monitor implementation of construction activities at field and compliance with safety measures and visibility requirements of donors. 9.Contribute as requested to the reports by providing inputs and data (including weekly, monthly, interim and final project reports), in addition to submitting regular progress reports. 10.Conduct quality control and document progress of works on-site. Navigate changes and correction where necessary and needed. Document any changes from original designs and plans and coordinate closely with the programme management and procurement units. 11.Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse (PSEA) and verify implementation partner and contractor implement those standards to the same level. 12.Participate in coordination of shelter related meetings with external stakeholders (governmental, other aid actors, affected population), cluster technical working groups as instructed by Programme Manager and Programme Officer. 13.Facilitate community mobilization and conduct regular community level engagement meetings to understand community needs and to inform affected communities.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. This is a full-time contract.

Entitlements of National UN Volunteer Specialist (Lviv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1268 USD (equivalent in UAH)  is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
