Contract

The Joint SDG Fund launched the Digital Transformation Window to tackle digital challenges and leverage opportunities, aligning with its 2023-2026 Strategy's focus on SDG transformations. This initiative funds joint UN action led by UN Resident Coordinators (RCs) and implemented by UN Country Teams (UNCTs) to develop comprehensive responses that address policy, capacity building, financing, and connectivity needs – all crucial for achieving transformative impact. Building on the UN Secretary- General's Roadmap for Digital Cooperation (launched in June 2020), the Window fosters a more inclusive, equitable, and secure digital world. This aligns with the vision of "Our Common Agenda" and supports a key SDG transformation highlighted in the Joint SDG Fund's new strategy: "Financing Catalytic Action for the SDGs." Sri Lanka's Joint Programme exemplifies this approach. The Joint Programme, named ‘One Registry’, implemented by the United Nations Development Programme (UNDP) and the World Health Organization (WHO) in Sri Lanka, and supported via the UN Sri Lanka SDG Fund, aligns with the Government’s broader digital transformation agenda and strategy, aiming to ensure equitable access to quality public services for all citizens, particularly vulnerable populations, and paves the way for inclusive digital transformation and sustainable development. The OneRegistry project is focused on strengthening the country's Civil Registration and Vital Statistics (CRVS) system, which is currently primarily paper-based and has high coverage for birth, death, marriage, and divorce registrations. The project aims to assist the government in their existing efforts to enhance the legal identity ecosystem by digitalizing CRVS (which the new digital E-population registry together with the infrastructure to issue digitally verifiable birth certificates aims to do), as well as, crucially, promoting interoperability by supporting the process of issuing unique identification numbers at birth. The project also aims to address a critical, foundational piece of Sri Lanka’s broader Digital Public Infrastructure (DPI) efforts. Against this backdrop, UNDP seeks to recruit a Project Assistant to support the effective implementation of the project. The UN Volunteer will work as part of a dynamic team, also supporting the Citra Lab, the Strategic Engagement, Digital and Innovation Team (SEDIT), and the UNDP Country Office.
Under the overall supervision of the Project Manager and the direct supervision of Project Analyst, the National UN Volunteer will: • Provide research and coordination support to ensure smooth implementation of the Joint Programme working closely with the key government stakeholder of the project: Registrar General’s Department (RGD). • Study, analyse and prepare relevant documentation related to legal and governance areas related to the CRVS system in Sri Lanka. • Ensure smooth coordination between the RGD and other key stakeholders of the project. • Organise and coordinate required meetings among the partners and prepare relevant papers and documentation. • Prepare presentations, donor briefs and other documents as necessary for meetings, workshops, conferences, etc. • Support the Citra Lab team in ongoing relevant initiatives and programme activities when required.

Colombo is located on the Western Province of Sri Lanka and is the commercial capital of the country. Colombo is located on the west coast of the island and adjacent to the administrative capital, Sri Jayawardenepura, Kotte. The climate is temperate all throughout the year, but humidity is usually high. From March to April the temperature averages around 31 degrees Celsius (88 degrees Fahrenheit). The only major change in the Colombo weather occurs during the monsoon seasons from May to August and October to January when heavy rainfall occurs. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
