The International Convention against Doping in Sport (2005) represents the only global legal instrument engaging public authorities in the protection of sport integrity, with currently 191 States Parties. The Secretariat serving the Convention is located in the Social and Human Sciences Sector (SHS) of UNESCO. In accordance with the requirements of Article 31 of the Convention, States Parties report to the Conference of Parties (COP) on measures taken for the purpose of complying with the Convention. This report is based on a self-assessment questionnaire using an online tool called Anti-Doping Logic (ADLogic). To ensure harmonized, accurate and inclusive reporting of all measures taken at the national level, States Parties are encouraged to establish National Compliance Platforms composed of all relevant stakeholders. There are currently over 120 National Compliance Platforms. The Secretariat of the Convention monitors the implementation and development of the Convention, including the implementation of COP Resolutions, and provides support to States Parties. The Convention’s monitoring system, ADLogic, is regularly updated to ensure coherence and adapt to the needs of States Parties. In line with Resolution 8CP/9 of the eighth session of the Conference of Parties (COP8) (2021), the monitoring system of the Convention will be improved and refined based on a fact-based self-reporting approach. State Party ownership of the implementation of the Convention is supported by key strategic instruments and guidance, notably the Operational Guidelines and Framework for Strengthening the Implementation of the Convention, approved by COP8. Under the overall authority of the Assistant Director-General for Social and Human Sciences and the direct supervision and executive management of the Secretary of the International Convention against Doping in Sport, the incumbent will assist in the monitoring of implementation and the development of the Convention in close cooperation with team members. Long Description ---------------- In particular the incumbent will: - Provide assistance in the implementation of decision taken at the eighth session of the Conference of Parties (2021) and support in the preparation of the ninth session of the Conference of Parties (2023) in particular regarding logistics and administrative support; - Assist with operational aspects and monitoring of the implementation of the Convention by States Parties: \- Provide assistance in the implementation of monitoring policy and provisions established under the Convention and the Fund for the Elimination of Doping in Sport within the framework of relevant COP Resolutions, ADLogic management and follow-up to monitoring compliance requirements under the Convention; \- Assist in the update process of the monitoring tool of the Convention and contribute to the review of the ADLogic questionnaire; \- Assist the Secretary of the Convention in the follow-up to non-compliance for the reporting exercise of States Parties, and in particular assist with the needed ADLogic reporting mechanism, as well as monitoring and communicating with National Compliance Platforms and in providing the provision of tailored-made assistance consistent with capacity development in line with the Operational Guidelines and Framework for Strengthening the Implementation of the Convention; - Assist in the organization and follow-up of the meetings of the COP Bureau, of Regional Consultations and of other related initiatives, including technical and logistical needs, registration and liaison with participants, drafting or updating of practical documentation, coordinate with the team and relevant stakeholders; Long Description ---------------- - Provide support to visibility and communication activities regarding the monitoring compliance framework and practice of the Anti-Doping Convention, including on the UNESCO website; in this context perform informal translations of short texts, as appropriate; - Draft correspondence and a variety of notes on the Anti-Doping Convention; - Respond to enquiries and follow-up on routine outstanding matters - notably on the monitoring of compliance; - Provide assistance in the preparation and closure of contracts, as well as preparation of missions, where relevant; - Ensure the proper creation and closure of files and the safe retention of all documentation online and in paper format, establish and update accurate address lists.
