This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The position is envisaged within the project “Advancing Public Finance Management in Bosnia and Herzegovina” (PFM) that is supported by the Government of Slovakia (Slovak Ministry of Finance) and implemented by UNDP in Bosnia and Herzegovina (BIH).

The project has three components: (i) Support the preparation of a development finance assessment for Sustainable Development Goals financing in BIH; (ii) Linking finance with results and (iii) Strengthening internal controls and value for money approach in selected local governments.

By capitalizing on the on-going strategic transformation and reform processes linked to the (i) adoption and subsequently – the demanding financing and implementation of the 2030 SDGs Framework in Bosnia and Herzegovina, alongside with (ii) much-needed systemic and development-oriented alignment between strategies and public budgets, to serve as vehicle for successful implementation of development priorities, as well as (iii) important strengthening of the internal financial control in public sector )particularly – at the local level) safeguarding public incomes, expenditure and assets, this Project will seek to support timely advancement of capabilities of public finance system stakeholders in select niche-areas where Slovak expertise can offer high quality expertise and knowledge. The main project partners are Ministry of Finance of the Federation of Bosnia and Herzegovina, Ministry of Finance of Republika Srpska, Cantonal ministries of finances and selected local governments.

Under the direct supervision of the SDG Governance and Policy Portfolio Manager, the UN Volunteer will undertake the following tasks:

• Provide support in timely implementation of the project activities in line with the approved Project Document and Annual Work-Plan; • Assist in organization and preparation of project activities such as conferences, workshops, studies and publications, procurement and subcontracting; • Support the SDG Governance and Policy Portfolio Team in conducting quality control and preparation of relevant data and documents; • Provide support in preparation of TORs for consultants and companies, in consultations with other SDG Governance and Policy Portfolio team members; • Provide assistance in maintaining regular contact with key project partners, organise and prepare materials for the meetings and ensure follow up to agreed action points; • Prepare meeting minutes and follow-up reports; • Provide support, in consultation with other SDG Governance and Policy Portfolio team members, to consultants hired under the Project, and any relevant missions directly related to the Project; • Provide support in building of capacity and awareness of key stakeholders on SDGs and their implementation in BiH; • Provide assistance in maintenance of the pool of project’s deliverables, documents, files, equipment and materials; • Provide support in performing financial and administrative tasks related to Project implementation. • Perform other duties as required.

Results/expected outputs:

• The general impact of this assignment will be reflected in the increased capacities of the SDG Governance and Policy Portfolio Team and successful implementation of the project “Advancing Public Finance Management in Bosnia and Herzegovina”. In general, it is expected that the Project Assistant will contribute to more efficient and effective implementation of the project activities. In particular, support to ongoing and planned processes in terms of day-to-day activities will be enhanced • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• Communication: Excellent communication skills, including the ability to convey complex concepts and recommendations, both orally and in writing, in a clear and persuasive style tailored to match different audiences. • Team work: Ability to interact, establish and maintain effective working relations with a culturally diverse team, both as a team member and as a team leader, to build trust, and to manage in a deliberate, transparent and predictable way. • Research: Ability to conduct research and utilize analytical skills to evaluate different sources of information. • Initiative, passion and commitment to UN mission, vision and professional values.

administrative and project support experience (paid or voluntary) at the national or international level • Secondary Education is a must; University Degree or equivalent in social sciences, international relations, political sciences, or other relevant fields is a strong advantage. • Experience in working with different stakeholders, such as the government institutions, civil society organizations, private sector, etc.; • Familiarity and experience in working on the Sustainable Development Goals; • Familiarity with the UN system and UNDP rules and procedures is an advantage; • Good knowledge of Microsoft Office software package (MS Word, Excel, Spreadsheet, Internet etc.) and advanced knowledge of spreadsheet and database packages, experience in handling the web-based management system; • Demonstrated experience working in complex environments; • Excellent communication skills, oral and writing; • Knowledge and experience in volunteering, and willingness to learn about volunteering.

Duty station: Sarajevo, Bosnia and Herzegovina

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
