OBJECTIVES OF THE PROGRAMME

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures a two way flow of information exchange between the country and WHO. The WHO's Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative (WR) and Business Operations Associate, and as part of a team, the incumbent will support programme, financial and administrative functions in the country, including end-to-end follow-up, efficient management of WHO's stocks, supplies and equipment andtheir distribution to the affected areas, contributing to timely and adequate emergency response.

Key duties:

Drafts routine correspondence, and upon instructions and guidance draft correspondence of a non-routine character; finalizes correspondence/reports for signature; analyzes incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate.

Makes administrative arrangements for country and inter country activities including preparation ofvarious committal documents related to procurement of goods and services, arrangements of study tours and duty travel in accordance with the approved programme budget/collaborative programmes with countries.

Prepares correspondence for the recruitment of consultants and staff;arranges briefing appointments and provides secretarial support for them whilein EURO; processes agreements for performance of work and other types ofcontractual arrangements as required and related correspondence follows up on deadlines of such agreements/contracts and prepares payment instructions.

Provides administrative and logistical assistance in the context of the organization of meetings (working groups, seminars/courses, workshops, and symposia), i.e.: makes administrative preparations, including organization of practical local arrangements, advance transport of documents/equipment and hospitality.

Provides administrative and secretarial support during the meetings and pays per diem to participants if required.

Prepares administrative reports.

Establishes and maintainsthe unit's filing system of technical documents and correspondence.

Creates background files and compiles reference material as appropriate.

Accesses and retrieves information from relevant databases and updates as required.

Responds to and acts on telephone enquiries.

Assesses the critical nature of technical enquiries and refers them to appropriate staff for reply.

Coordinates appointments for supervisor and organizes programmes for visitors.

Provides briefing and guidance to all staff on general office practices and procedures; assists/replaces colleagues in the team; takes minutes in meetings.

Performs other related duties as required or instructed, including providing support to other areas of work as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent. Desirable: Relevant higher education or post-secondary school courses in a field relevant to the position.

Experience

Essential: At least 5 years of progressively responsible experience in the secretarial/administrative field Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

Skills

Excellent organizational skills and ability to multi task.

Proficiency in the use of standard office computer software, note taking and operation of computerized systems and databases.

Excellent interpersonal skills with ability.

Ability to write ina clear and concise manner, and to present factual information.

Emotional intelligence.

Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at AZN 35,835 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
