Assignment context:

Under the UN Sustainable Development Cooperation Framework (2021-2025), the UN and the Government in Azerbaijan are working together in four priority areas: inclusive growth that reduces vulnerability and builds resilience; stronger institutions for better public and social services delivery; protecting the environment and addressing climate change; and achieving a gender-equitable society that empowers women and girls.

Focusing on the transformative changes needed for Azerbaijan to achieve the 2030 Agenda, investments are continuing to be made to support strengthened social service systems, sustainable land and water management, climate change adaptation and gender equality. UN support is focusing on building human capital and transforming the lives of the most vulnerable and marginalized groups, including women, children, youth, persons with disabilities and older persons.

With Azerbaijan hosting the 2024 UN Climate Change Conference (COP29) in Baku in November 2024, the UN in Azerbaijan is jointly supporting the Government of Azerbaijan to capitalize on this opportunity to scale up climate action for green and just transition.

Currently, the UNCT is conducting the final evaluation of the current cooperation framework (2021-2025). This evaluation aims to assess the impact and effectiveness of ongoing initiatives, identifying lessons learned and areas for improvement.

In parallel, the UNCT is also engaged in preparing the Common Country Analysis which serves as a comprehensive assessment of Azerbaijan's development landscape, identifying key challenges, opportunities, and priorities for UN support.

With these processes UNCT is actively preparing a new cooperation framework for the period 2026-2030. This framework will outline strategic priorities and interventions aimed at supporting Azerbaijan in achieving its development goals aligned with the 2030 Agenda for Sustainable Development.

The UNCT is committed to ensuring that the new cooperation framework and ongoing initiatives are inclusive, equitable, and responsive to the needs of all segments of Azerbaijani society.

The UN Resident Coordinator’s Office (RCO) is the “engine room” of the UN development system reform at the country-level. In Azerbaijan, the RCO provides substantive support to the UN Resident Coordinator and the UN Country Team in the areas of system-wide: strategic planning; socio-economic and political analyses; strategic partnerships; resource mobilization; M&E and reporting; communications and advocacy; and sustaining peace.

Under the overall guidance of the UN Resident Coordinator and the day-to-day supervision of the Head of UN Resident Coordinator’s Office, the Coordination Associate (UNSDCF and COP29) will: • Provide secretariat support the UN Azerbaijan COP29 Task Team, including organization of meetings, note-taking, and supporting implementation of follow-up actions. • Support information and knowledge management related to UN Azerbaijan’s engagement in COP29, including day-to-day management of the dedicated UN Azerbaijan COP29 Teams Space and RCO Azerbaijan SharePoint and documentation of lessons learned and good practices. • Support the UNIC team with joint UN Azerbaijan communication and advocacy efforts that are directly related with inclusion and environment. • Support the RCO Partnership Officer with organization of joint UN Azerbaijan events and activities with different stakeholders. • Support the UNSDCF evaluation and the Common Country Analysis (CCA) process by providing assistance for organization of validation meetings, engagements with stakeholders and follow up actions. • Assist with annual review and reporting for Joint Work Plans of the UNSDCF, including organizing Result Group meetings and annual reporting, utilizing UNINFO.

Adaptability and flexibility Planning and organizing Self-management

• Sound knowledge of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs) and experience with SDG implementation; experience with climate action is an asset, as is experience working in the UN or other international development organization; • Excellent oral and written skills; excellent drafting and reporting skills; • Accuracy and professionalism in document production; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including civil society, women and youth organizations, private sector and authorities at different levels; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in sustainable development, climate action, volunteerism as a mechanism for durable development, and the UN system.

The UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

Summary of UNV Entitlements for National UN Volunteer (Specialist): • Volunteer Living Allowance (VLA) is USD 1062.42 (Paid in local currency) • Health, dental, life and dismemberment coverage by CIGNA. • One-time payment USD 400 for entry allowance to cover relocation and relevant expenses • USD 88.53 per month for exit allowance upon the satisfactory completion of service • Several learning opportunities

Azerbaijan, officially known as the Republic of Azerbaijan, is a transcontinental country that was formerly part of the Soviet Union. With a total population of 10.15 million residents and a land area of 86,600 km², Azerbaijan's capital city, Baku, is renowned for its Medieval Walled Inner City and is particularly notable for its vast oil reserves and rich history.

As an upper-middle-income nation, Azerbaijan boasts a high level of literacy and economic development, marked by significant reductions in poverty and unemployment rates over the past few decades. Crime is relatively low in the country, with a crime index of 31.82 and a safety index of 68.18, reflecting the perceived safety by both visitors and locals. The country experiences a pleasant climate characterized by hot summers and mild winters, with diverse temperature ranges across its nine climate zones.

Azerbaijan excels in road safety, as evidenced by a low incidence of road accident deaths, constituting 0.86% or 676 deaths, according to World Health Rankings based on WHO data published in 2020. The nation's cuisine is renowned for its divine flavors, featuring perfectly seasoned meat, dark spices, and delicious vegetables, with an emphasis on fresh ingredients and a variety of spices that reflect its deep cultural roots. Azerbaijan also takes pride in achieving the top position worldwide for the highest literacy rate, standing at an impressive 99.8% according to Statista.com, indicating the population's proficiency in reading and writing among those aged 15 and above.

Safety: UN HOUSE is located in the centre of Baku in safe area. Overall commuting within and outside of the city is safe. To avoid traffic jams, it is recommended to rent an apartment close to the office in Sabail, Nizami and Yasamal districts of Baku.

Housing: During the last decade, many houses and flats were built in the city and a variety of property is available for rent, including houses with gardens or backyards. Apartments are available for short- and long-term rent.

Rental property in Baku is classified as primary or secondary. Primary housing was constructed after 2001, while secondary housing was built during the Soviet period.

Prices for primary housing are higher than those in the secondary housing market, except for secondary housing apartments that are centrally located and in walking distance from Fountain Square, Torgovaya Street, or are near Baku Boulevard (also known as the National Park). Baku has a metro which makes areas near metro stations popular, but traffic in the city centre is very congested.

All new residential buildings have hot and cold water, electricity, central heating or an individual combi heating system. In some older buildings residents can experience shortages in water, gas and electricity supplies.

The average monthly fee for a one-bedroom apartment is 700 – 1000 AZN (400-600 USD).
