Background Information - IPAS

Based in Copenhagen, Denmark, the UNOPS Integrated Practice Advice and Support (IPAS) serves all the regions and headquarters, primarily with advice and solutions to everyday implementation challenges. IPAS consists of a diverse team of subject matter experts in the six practice areas of HR, Administration, Legal, Finance, Procurement, Project Management and Infrastructure. IPAS has three main roles:

Support to operations in the field offices: IPAS provides timely advice and supports actively finding of solutions to everyday implementation challenges, based on policy and best practices. It also provides operational support in specific areas.

Business efficiency: IPAS recommends changes to policies, processes and operating standards based on the feedback and experience of the field offices. IPAS also ensures transparent and efficient project implementation, in line with policy and business needs.

Body of knowledge: IPAS contributes to research and coordination within the policy groups and project practitioners. It provides structured knowledge and subject matter expertise which is used across practice areas to provide coherent and tailored advice to the requesting offices.

Functional Responsibilities

Reporting to the HR Specialist in the IPAS HR Advisory Team, the HR Project Analyst is responsible for coordinating and implementing HR business efficiency projects within IPAS HR, related to tools, data and systems. S/he is also in charge of supervising the HR intern. Summary of Key Functions:

  • Development of tools and systems
  • Project coordination
  • HR data analytics
  • Knowledge building and knowledge sharing

1. HR efficiency projects and tools

  • Gain knowledge of UNOPS HR Operations / HR Projects to propose efficient and relevant process improvements
  • In collaboration with IPAS HR team members, and the HR policy group, identify and collect needs for business process improvements with a view of maximizing efficiencies and reducing bureaucracy
  • Translate these needs into new tools, systems, dashboards, or enhancements of existing tools
  • Develop new tools, systems, dashboards to support these efficiency projects and roll them out to field colleagues
  • Provide technical guidance to HR colleagues in the use systems and tools
  • Make suggestions for the enhancement of the IPAS Portal (JIRA), with a view of improving functionality, data collection and analytics and coordinate with IT developers

2. Project coordination

  • Liaison between unit and internal clients to expedite completion of projects, disseminate information, roll out new tools, etc.
  • Support to IPAS HR Advisory team on management, implementation, monitoring of various HR initiatives.
  • Roll out new tools, systems, dashboards to field offices, supporting the capacity building of HR colleagues in the utilization of these for efficiency gains
  • Liaise with HR policy group as needed for inputs on projects and approval of roll-out of new projects and with the data team in the Finance Group for their inputs; act as focal point for coordination with the different policy groups on matters related to data analytics and new tools

3. HR Data analytics

  • Analyze complex and connected data, proposing and testing hypotheses, identifying patterns and trends, and deriving statistics and insights related to HR, in close collaboration with the UNOPS data analytics team.
  • Support the design, development, testing, implementation, maintenance and documentation of HR data tools, including dashboards and reports, conducting rigorous data quality checking
  • Produce regular, periodic and ad hoc data reports on HR data (JIRA data, recruitment data, etc.)
  • Set-up and maintenance of databases, preparation of reports and documents through integration of several data sources, technology and software applications
  • Other related technical and analysis support as required

4. Knowledge building, knowledge sharing and contribution to product/process efficiency:

  • Contributes to knowledge management projects
  • Provides mentoring/assistance to less experienced colleagues in the team and the field.
  • Support process efficiency initiatives;
  • Provide input to the development and maintenance of corporate systems and tools.
  • Provides quality supervision and technical guidance to the HR intern.

Education/Experience/Language requirements

Education

A masters degree, preferably in data analytics, IT, statistics or related field is required.

A first level university degree preferably in the same fields, combined with an additional 2 years of relevant experience, may be accepted in lieu of masters degree.

Experience - 2 years of experience conducting data quality analysis and testing of data sources and tools is required, of which at least 6 months supporting an HR function is desirable. - Within these 2 years, the following experiences are required: - Experience building dashboards in Google Data Studio or an equivalent dashboard platform (e.g. Tableau, PowerBI) - Experience with scripting languages (e.g. Python, Google Apps Script, Javascript) - Experience using Big Query as a data source or similar - Expertise in spreadsheet tools (e.g. Google Sheets, Microsoft Excel) - Experience in business statistics, data management, analysis, visualization - Prior experience working for a UN organization would be an asset. - Prior experience working with JIRA software is desired

Languages - Perfect command of both written and spoken English is a requirement. - Knowledge of another UN language such as French or Spanish would be an asset.
