IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This vacancy is a local staff position. It is open only to nationals and residents of Lao.

The position is assigned in the Lao Resident Mission (LRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. LRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Lao PDR.

Job Purpose

The Project Analyst will provide analytical and statistical support to the Lao Resident Mission (LRM) on portfolio management, including results monitoring, loan/grant/technical assistance (TA) administration, disbursement, and procurement of goods, works and consulting services. The incumbent will report to the designated International Staff and senior National Staff.

Responsibilities

· Assists country portfolio performance analysis by using information management systems. Collects, updates, summarizes, and analyzes data for generation of monthly, quarterly, annual and ad-hoc reports on country and LRM portfolio performances.

· Regularly monitors project and country portfolio achievements with a view to achieve projection targets, intended outputs and outcomes, and the implementation progress of projects under LRM administration. Assists in assessing their impact and performance.

· Assists in processing disbursements for delegated projects by following up with executing agencies (EAs) on timely submission of withdrawal applications, reviewing withdrawal applications for compliance with loan agreements, and preparing/reviewing data inputs for preparation of Procurement Contract Summary Sheets.

· Reviews, analyzes and recommends project management and institutional arrangements for better project performance and impact of ADB-financed projects in the country portfolio, in consultation with project officers. Identifies shortfalls and underlying causes and follows up their resolution with Government agencies.

· Responds to requests for portfolio and project data, statistics and documents from internal and external clients and prepares portfolio and project briefing papers, reports, fact sheets as well as analytical works and correspondences, as required.

· Assists in preparation of analytical inputs to internal and external portfolio review meetings and follows up on implementation of action plans. Supports coordination of capacity building programs that LRM leads and supports. Familiarizes all relevant agencies with ADB business procedures, project administrative instructions and guidelines.

· Facilitates communication between ADB, the executing agency and other relevant Government agencies.

· Participates in project/TA review missions including site visits, as required.

· Ensures that audited project financial statements/management letters are reviewed and responded to in cooperation with Project Officers/Analysts. Takes the lead in spot checking statement of expenditures (SOEs).

· Assists LRM to reduce project implementation delays related to consulting services and procurement, including support to prior/post reviews and documents review of procurement/consultants matters.

· Supports procurement/consulting services/disbursement/ project administration workshops. Supports on-the-job training sessions led by ADB procurement and financial management staff.

· Backstops other Associate Project Analysts and maintains close links with HQ project analysts and specialists to support HQ-supervised projects and TAs.

· Performs other duties as may be assigned and reflected in the incumbent’s workplan.
