The ongoing war in Ukraine has resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighbouring countries.

To preserve development gains in Ukraine as fully as possible, mitigating risks of descent into protracted crisis, embedding activities for early recovery from the onset of the humanitarian effort, and facilitating swift return to pathways and processes for national attainment of the SDGs, UNDP Ukraine has developed the UNDP Resilience Building and Recovery Programme.

Under pillar 1 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e., Government Capacities for Crisis Response & Management / National Recovery and Development Plan and war damage assessment) UNDP in Ukraine established the project “Strengthening evidence-based recovery in Ukraine” to scale up the support for evidence-based recovery including development of tools, methodologies and technical standards through a) producing building damage assessments, to be applied in all affected communities b) strengthening the government capacities to coordinate and lead damage assessments and c) building a repository of relevant baseline and GIS datasets, from damage assessments and open sources including the use of a number of digital tools for Secondary Data Review, machine learning, and natural language processing, to inform the recovery efforts.

Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts. In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.

Under the direct supervision of the Project Manager, the successful candidate will be responsible for the following key tasks:

a) Project planning, Management support and Annual WorkPlan (AWP) formulation: - Prepare inputs for the formulation of AWPs; - Provide inputs to detailed implementation plans; - Assist in the formulation of budgets; - Assist in the formulation of procurement and HR plans; - Assist in the revision of AWPs, periodic revisions of procurement/HR plans,ensuring that plans are updated in a timely manner and in close coordination with UNDP Country Office (Programme, HR and Procurement Teams); - Assist in arranging logistics, preparing agenda in consultation with related stakeholders for organizing workshops as and when required; - Assist in minutes taking for program/project meetings and in drafting research reports as required.

b) Project implemented timely and effective manner according to plans and in consistency with Country OfficeSOP: - Initiate procurement actions for ICs, goods, works and services and recruitment of positions according to HR and procurement plans; - Prepare requests for recruitment and contracting in UNDP format and according to the Country Office Standard Operating Procedures, SOPs; - Compile supporting documents for procurement and recruitments processes and ensure that supporting documents are complete and in line with the SOPs; - Create e-requisitions in ATLAS/QUANTUM to initiate procurement processes, ensure the accuracy of Chart of Accounts (COAs)of the e-requisitions, follow up with senior management for approvals, and revise e-requisitions as necessary; - Promptly follow up with CO units on pending actions (Finance, procurement, recruitment, travel, transportation etc.) - Create e-requisitions for travel and prepare Tas, submit and follow up with UNDP CO Travel Unit in accordance with the SOPs; - Prepare payment requests and submit to Country Office; - Ensure accuracy of COA of all payment requests; - Prepare receipts in ATLAS/QUANTUM profile as General User

c) Project administered timely and efficiently according to UNDP procedures: - Arrange work plan of drivers and supervise implementation. Ensure that vehicle logs are properly maintained; - Oversee the orderly maintenance of project premises including furniture, space and equipment; - Ensure that UNDP assets are properly marked; - Monitor leave of local and international project personnel, maintain updated and correct records and online systems; - Notify Country Office Human Resources promptly on separation of project staff; - Monthly update the Current Assets sheet, implement the transfer of Assets in close coordination with the UNDP Country Office Administrative Services Unit; - Implement security arrangements in the project premises under supervision of UNDP Country Office Security Team; - Maintain project supplies and initiate procurement of supplies as necessary; - Facilitate the periodic asset, inventory and supplies physical count by the Counting Teams; - Coordinate ICT support to project with the UNDP CO; - Coordinate support with ICT helpdesk; - Maintain the filing system of the project.

As it is a national UN Volunteer's assignment, the volunteer shall organise his/her accommodation by themselves.

Entitlements of National UN Volunteer Specialist (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to the availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:

• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1534 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance:

• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.

• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements:

• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period

• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.

• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period. You can check full entitlements at the duty station at https://app.unv.org/calculator.
