1)GENERAL BACKGROUND

The GCF NAP Readiness and Preparatory Support project titled ‘Increasing resilience to climate change impacts in marine and coastal areas along the Gulf of Thailand’ will be an important contribution to the implementation of Thailand’s National Adaptation Plan (NAP), prepared by the Office of Natural Resources and Environmental Policy and Planning (ONEP), which provides an overarching planning framework for addressing climate change adaptation.

This project focuses on advancing climate change adaptation planning in relation to marine and coastal areas in the Gulf of Thailand (“the Gulf”). Anticipated extreme events, sea-level rise, climate induced erosion, drought, and flooding are expected to affect local tourism, agriculture, fisheries, aquaculture, and natural resources as well as create additional stress on land and water resource management.

The project is complementary to other initiatives supporting the NAP implementation in Thailand. Thailand’s NAP identified six key sectors/ thematic areas, namely: (i) water management; (ii) agriculture and food security; (iii) tourism; (iv) public health; (v) natural resource management; and (vi) human settlement and security. This project will focus on addressing gaps of current support programs. The project will work towards improving climate-responsive ‘natural resource management’ (thematic NAP area v) through the integrative approach of enhancing adaptation planning and budgeting in key marine and coastal economic sectors, e.g. targeting agriculture and fisheries (thematic NAP area ii) and tourism (thematic NAP area iii). It will be implemented in close collaboration with the Department of Marine and Coastal Resources, under Ministry of Natural Resources and Environment (MoNRE). The overall timeline of Thailand’s NAP implementation allows this project to utilise best-practices and information from the other interventions, and to meaningfully expand the knowledge-base and regulatory framework, particularly for the sub-national level. Also, in perspective to revise and update Thailand’s NAP.

In this context, the project objective is to “Integrate climate change adaptation into marine and coastal area related planning and budgeting”. GCF resources will be used to address barriers that hinder information, knowledge, and coordination for adaptation planning; technical capacities for integration of risk informed approaches in planning and budgeting; and lack of options to attract financing for climate change adaptation, particularly from the private sector.

The project will be nationally executed as per UNDP Direct Implementation Modality (DIM) procedures and adhering with Readiness and Preparatory Support Framework Agreement reached between GCF and UNDP. The Project Administrative Assistant will be responsible for the overall administration, procurement and finance for the project and the field-based project activities.

Duties and Responsibilities

2) OBJECTIVES OF THE ASSIGNMENT

The objectives of the assignment are to provide coordination and administrative assistance in general, project implementation and management including drafting correspondence, taking of minutes, processing of government clearances, making travel arrangements and related tasks.

3) SCOPE OF WORK

Key duties and responsibilities include:

• Liaise with ONEP on day-to-day implementation of project activities;

• Liaise with ONEP and UNDP Office on administrative matters and ensure that all administrative transactions are properly carried out according to the requirements of UNDP and ONEP;

• Provide support on logistics and activity arrangement for the project including participation in the project activities when needed;

• Assist in preparing meeting documents, project reports, and update projects files;

• Provide support to the technical coordination consultant on climate finance data and reports

compiling;

• Support in advocacy activities of the project; and

• Perform other duties as determined by the Project Manager.

4) INSTITUTIONAL ARRANGEMENTS

The Project Administrative Consultant will work under the direct supervision of the Director of Policy and Strategy Section under ONEP and the Project Manager and in close consultation and collaboration with Field Coordinators and Project Assistant of UNDP Thailand.

5) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

This assignment is anticipated to take place between 1 May 2021 – 30 April 2023, for a maximum of 480 working days over 24 months.

Duty Station: Based in Bangkok at the Office of Natural Resources and Environmental Policy and Planning (ONEP) with no travel required.

6) EXPECTED OUTPUTS AND DELIVERABLES

All the outputs/deliverables as stipulated below needs to be reviewed and certified by ONEP/the

Project Manager at UNDP prior the payment is released.

1. Support on organizing the training and consultation workshops;

2. Support on compiling and preparing presentation materials, meetings documents and project reports;

3. Provide support on the monthly meeting between UNDP and ONEP;

4. Coordinate with UNDP and ONEP on the Project Board Meeting and other Working Groups meetings under the Project;

5. Provide support on the Project’s bi-annual, annual reports and mid-term review process;

6. Provide support on workshops or any other works related to project implementation;

7. Support preparing summary of Project’s lesson learned;

8. Support advocacy activities of the project; and

9. Other administrative transactions are completed as assigned.

Competencies

Language Requirements: Fluency in English and Thai

Required Skills and Experience

7) QUALIFICATIONS

Education:

• At least a Bachelor’s Degree in Science, Engineering, Economics, Development studies, or another related field.

Experience:

• One year of Experience in project coordination and administration under ONEP is required;

• Experience in the environment, climate change, natural resources management or related field is an asset;

• Experience working with UNDP or other UN family, or an international organization, or a government agency including but not limited to administration, coordination, and communication is an asset;

• Ability to work as a part of a team, sharing information and coordinating efforts within the team; and

• Full computer literacy in internet searching and Microsoft Office programs, i.e., MS-Word, MS-Excel and MS-PowerPoint
