Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The UNV Field Units (FU) in Ukraine is mainly accountable for the mobilization and placement of UN Volunteers in UN Agencies, Funds, and Programs focused on emergency response to the war in Ukraine, development, and humanitarian needs. The Field Unit represents and positions UNV in Ukraine and brings UNV’s services and solutions closer to its partners from UN entities, governments, civil society, and private sector.

Under the direct supervision of the Country Coordinator, the Programme Support Associate will undertake the following tasks:

  • Act upon and follow-up on pipeline UNV assignments with partner agencies, particularly in the timely submission and quality assurance of Descriptions of Assignment, confirmation of funds, clearance of candidates, etc.
  • Include Description of Assignments in the Unified Volunteer Platform (UVP) and initiate the recruitment process.
  • In close coordination with the UNV Country Coordinator, Talent Acquisition Person (Regional office) and Communication Specialist (Feld Unit), assist in dissemination of promotional information on the mandate and work of UNV (including UNV Vacancies and new modalities).
  • Assist the outreach campaigns aiming at attracting talents as per corporate talent acquisition strategy in coordination with the Volunteer Services Solutions (VSS).
  • Submit the shortlisted candidates to the Host Entities.
  • Record the assessment document in the UVP and follow up with the selected candidates in completion of needed selection formalities.
  • Support in the Volunteer Management Cycle in cooperation with VSS and VSC (talent sources compilation, initial onboarding, logistical arrangements, medical and security evacuations if applicable, end of assignment formalities) when necessary.
  • Maintain volunteers' files of all UN volunteers assigned to the country, ensuring that all correspondence and periodic reports (online) are properly kept, and that related matters requiring action are brought to the attention of his/her supervisor.
  • Monitor and keep records of the contractual status of all serving UN volunteers and flag to VSS follow-up actions on assignment extensions, renewals, and replacements.
  • Ensure that initial contract documents, of UN Volunteers are up-to-date, and submitted to UNV headquarters, VSS/VSC in a timely manner, in accordance with the relevant provisions included in the UN Security Handbook as well as in the Unified Conditions of Service of UNVs.
  • Respond to and liaise with all UN volunteers in the country regarding financial and administrative issues.
  • Assist in the briefing and de-briefing of incoming and outgoing UN Volunteers and extend peer support to UN Volunteers serving in the country.
  • Assist UN Volunteers in completing the end of assignment formalities and ensure all conditions are met before the payment of final entitlements to UN volunteers at the end of their assignment.
  • Provide administrative support in updating and maintaining UN Volunteers’ files and databases.
  • Maintain general office files and keep information and reference material in a manner that allows easy reference and retrieval (using SharePoint platform and other MS Office software).

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer (Specialist)

The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
