Under The guidance of the Chief, Strategic Planning Implementation, Monitoring & Reporting (SPMIR) in the Division of Data, Analysis, Planning and Monitoring (DAPM), New York, the Programme Specialist will work with the responsible stream lead to facilitate and conduct data intelligence, communication, outreach and training activities identified as part of Real Time Data initiative. Working closely with the project coordinator and project team, will liaise with business stakeholders at HQ to identify any knowledge gaps and interventions needed. Provide support and advice to HQ, RO, and CO staff in identifying gaps in existing products and systems, while promoting and communicating use of corporate data products, information systems and solutions.

How can you make a difference?

  • Work collaboratively with colleagues to extract and package data from a variety of UNICEF sources for use in information products such as infographics, country and thematic profiles to support timely decision-making.
  • Assist in the creation and delivery of learning artifacts, webinars, presentations, simulations and other data use activities relating to UNICEF’s data systems and their contents. This will include facilitating the dissemination of domain knowledge and vocabulary, to users and stakeholders.
  • Work collaboratively with colleagues to create staff awareness of UNICEF’s data products and increase the understanding and use of internal operational and programme management data in decision-making at country, regional and global levels.
  • Facilitate and guide on UNICEF’s internal data and advice on its appropriate use and re-use, enabling stakeholders to efficiently respond to specific information needs of senior management and other audiences.
  • Assist in requirement gathering sessions and document requirements, identify gaps in existing solutions and propose improvements in consultation with stakeholders and key users.
  • Support the gathering, curation, validation, of feedback related to data products, solutions and desired features and functionalities from HQ stakeholders, UNICEF Country and Regional offices.
  • Contribute to the enhancement and integration of corporate and other data systems to meet strategic information needs relating to regular management decision-making processes.
  • Support divisional focal points in key activities and delivery as necessary;
  • Any other tasks as required by the supervisor.

Deliverables:

  • Business needs and requirements analyzed, documented for data products and solutions.
  • SOPs, learning and advocacy material and guidance produced.
  • Outreach sessions and webinars scheduled and conducted for key activities identified by stakeholders.
  • On-going support provided, including guidance, advice on use of UNICEFs corporate tools, products and solutions to stakeholders and staff.
  • Common repository maintained for artifacts, documentation with periodic activity progress updates.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Management, Management information systems, computer science or other related social science field.
  • A minimum of eight (8) years of relevant work experience that combines technical expertise and situational leadership in data modelling, data visualization and systems design, preferably at the national and international level, working with globally distributed teams.
  • Prior UNICEF/field experience in use of UNICEF corporate systems and solutions, knowledge of data and systems with training experience preferred.
  • Relevant experience in one or more of the following areas: emerging data sources and analytics, leveraging information for programme and policy advocacy, business intelligence, real time monitoring system and knowledge management will be an advantage.
  • Ability to work remotely and collaboratively with disbursed teams in multiple time zones as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
