Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?

1. Programme Coordination, Monitoring and Reporting

  • Plan, manage and participate in monitoring and internal and external evaluation initiatives on UNICEF programmes on building self-reliance for refugees and host communities
  • Ensure robust multi-sector coordinated planning - at macro and micro level- taking into account principles of results orientation, value for money and establishing new ways of working in linking development-refugee responses
  • Act as a focal point for the strategic collaboration framework with UNHCR and ensure a robust coordination mechanism internally on planning and implementation of activities under that framework
  • Plan, manage and participate in programme reviews and annual reviews with government, UNHCR and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results
  • Prepare regular monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve programme goals
  • Monitor interventions to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant staff and external stakeholders for timely resolution (including bi-monthly reports for UNICEF Ethiopia’s Programme Management Team Meeting)

2. Prepare internal and external programme and donor reports and other programme and advocacy documents as required to contribute to fundraising for children on the move

  • Produce evidence-based reports on the situation of refugee and returnee children that can be used in fundraising in coordination with the donor relations unit and senior management.
  • Ensure quality reporting through documenting substantive policy advocacy and quantitative programme results
  • Provide support to Field Offices in the monitoring and reporting of the programme including demonstrating linkages between development programming supporting refugee service delivery needs

    3. External Stakeholder Coordination and Communication

  • Act as a focal point for programme related external stakeholder communication, in particular with UNHCR, and the Ethiopian Government Agency for Refugees and Returnees Affairs (ARRA) and other relevant agencies

  • Participate and/or represent UNICEF relevant programme related coordination mechanisms
  • Build and strengthen strategic partnerships through networking and advocacy with the Government, donors, UN system agency partners, and other stakeholders working on bridging parallel structures
  • Provide support/ liaise with the UNICEF Ethiopia CAP Team to deliver on the programme’s visibility commitments
  • Organize, document, and participate in joint missions/ donor field visits as required

4. Coordinate, with the Emergency Team, durable solutions for children on the move including returnees and refugees

  • Identify trends and locations (areas of focus Oromia – Amhara – Somali - Afar) for the majority of returnees.
  • External coordination with IOM/UNHCR/RC office and other stakeholders on the reactivation of the Durable solutions working group (including joint assessments and joint assistance).
  • Internal coordination with CFOs/Emergency Team/Sections on designing and implementing a returnees minimum assistance package
  • Field missions to support CFOs on return processes upon need

5. Lead, coordinate and manage the establishment and implementation of the U-report programme in Ethiopia

  • Work together with the different stakeholders internally and externally, specifically youth, government, private sector and innovations to establish the mechanism
  • Produce regular reports and analysis that can be analyzed to influence programme design, implementation, and delivery
  • Work on the integration of U-report in different programmes to enhance accountability to affected populations

6. Any other duties assigned by the UNICEF’s Deputy Representative

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's) in Social Sciences, Programme Management, International Relations, Development Studies, Humanitarian Affairs, Law or a directly related technical field(s) is required.
  • A minimum of eight (8) years of relevant experience, at national and international levels, in the coordination and monitoring of large programmes, results-based management
  • Previous work experience in an emergency duty station/ context, in particular related to refugees and migration is considered an asset.
  • Familiarity with bilateral development cooperation, in particular DFID is considered a strong asset
  • Fluency in English (verbal and written) is required.
