Contract

The Project aims to enhance the capacity and global influence of the United Nations Economic Commission for Africa (UNECA) in international finance matters. This initiative seeks to enhance financial outcomes across the African continent by empowering leadership and fostering collaboration within UNECA, which has emerged as a pivotal advocate for Africa's economic interests on the global stage. The grant focuses on ensuring that African perspectives on economic recovery issues are well-informed and effectively represented. It comprises three main areas of support strengthening the Executive Secretary's Office: enhancing the operational capabilities of UNECA's Executive Secretary office to facilitate effective leadership and coordination, technical Financial and Debt Management Support: Providing expertise and assistance for specific technical proposals related to financial management and debt sustainability to member States and advocacy and Communication: Supporting the development and implementation of a new communication strategy to amplify UNECA's advocacy efforts..

Under the direct and overall supervision of the Director of Macroeconomics and Governance Division, the consultant will work closely with the project team and any other person assigned by the Director of the Division. This includes contributing substantively to the various reports related to the management of the project and provide support to the project team by bringing his/her knowledge on result-based management and finance for efficient and effective achievement of the project's outputs. Specific tasks of the consultancy assignment are as follows: • Develop project implementation plan (i.e. action plan) • Coordinate all project-related activities and monitor progress as per the project action plan. • Keep track of a project's progress and ensure that activities are implemented in an effective and timely manner as well as its completion before the deadline. • Identifies problems and issues to be addressed and initiates corrective actions. • Coordinate, maintain and initiate effective communication with key stakeholders that are involved in the project implementation. This includes liaising with relevant ECA offices such as Finance, Partnerships & • Resource Mobilisation etc…, national governments and implementing partners; and ensures follow-up actions. • Monitor expenditures and create detailed reports for Management. This includes preparing budget performance reports, analyses variances between approved budgets and actual expenditures; monitors project budget performance. • Organise and service all relevant meetings, field visits, workshops, and training activities related to the implementation of the project. • Coordinates, collects, and centralizes all information about the activities of the project. • Coordinates the implementation of monitoring and evaluation plans for the program • Develop monthly updates on activities. • Identify project opportunities, challenges and contribute to the refinement and adjustment of the project timeline. • Ensure project best practices and lessons learned are captured and disseminated. • Performs other duties as required

Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia. The population is estimated at about 4 million or so. The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU). Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits and vegetables are cheap and abundantly available. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing, other living essentials and will already be fully conversant with the living conditions in Ethiopia.
