For UNICEF, the semi-arid region is located in the Northeast of Brazil and is considered as Areas Susceptible to Desertification - semi-arid and sub-humid characteristics, with high risks of droughts. UNICEF's work focuses on the capitals of the Northeast and other 1,431 municipalities.

How can you make a difference?

Based in Fortaleza, this position will be under the guidance of the Coordinator of the Semi-Arid (SAB) territory and in collaboration with the three zonal office coordinators of Recife, Salvador, and Fortaleza. The incumbent will act as key support during the transition period from country programme 2017-2023 to the next country programme 2024-2028, during the annual reporting process, planning, coordination, implementation of UNICEF’s interventions in the SAB territory including advocacy and articulation with key partners.

Knowledge Management for Programmes

Ensure that programmes interventions are strengthened by knowledge management through data collection and analysis, complete and accurate reporting, particularly inputs to the annual report 2023.

Responsible for preparation of programme recommendations for inclusion in formal programme documentation, and new approaches, methods, and practices (lessons learned related to the implementation of SELO and Agenda Cidade).

Participate in information exchange through donor and media visits as well as in the development of training and orientation materials.

Support the Interim Coordinator of the Semi-Arid Territory while liaising with officials/focal points and chiefs of field offices on the various reporting needs and the development programme interventions.

Programme Development and Management

Contribute to the preparation of the planning process of the 2024 workplan during the transition period of the country program.

Programme Monitoring and Evaluations

Undertake field visits in the SAB Territory (particularly any programmatic visits as part of the HACT- Harmonized approach to Cash Transfer process)- to monitor and assess programme implementation and advice on required corrective action.

Participate in annual sector review meetings (internal and externa meetings with counterparts).

Contribute to the timely preparation of annual programme status reports and presentation.

Partnership, Coordination and Collaboration

Develop partnerships and collaboration with internal and external counterparts, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Social Sciences, Health/Nutrition, International Relations, Law, Public Policy, Psychology, Social Work, Anthropology, Sociology or Political Science, Economy, Urbanism, or any other relevant fields. A first University Degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of 05 years’ experience in planning, management, evaluation, and budgeting for social policies at subnational level (social protection, protection, education, health, emergencies, migration and/or gender issues).

  • Familiarity and experience in child rights is an asset.
  • Experience with indigenous/quilombola populations, monitoring of human rights and advocacy is an asset

  • Proficiency in English and Fluency in Portuguese required. Knowledge of Spanish will be considered as an asset.
