How can you make a difference?

1. Knowledge Management for Programmes:

• Ensure that health output areas and programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of “lessons learned" and other corporate-level database.

• Participate in information exchange through donor and media visits as well as in the development of training and orientation materials.

2. Programme Development and Management:

• Manages and ensures the effective, equitable and efficient operations of the health section including human and administrative systems to support and facilitate the attainment of programmatic goals and objectives by meeting changing operational requirements. Coordinates promptly with the Chief, health, output managers and operations teams and where required regional and HQ teams for smooth operations management.

Identify critical intervention points and measures by administering a consistent and transparent monitoring system.

• Draft changes to/or support output leads to develop workplans as required. Prepare programme recommendations for inclusion in formal programme documentation, new approaches, methods and practices.

• Establish programme workplans including procurement plans, HR recruitment plans, monitors compliance and provides training, support and guidance to the programme team in order to meet objectives. Identifies human resource requirements and on-going staff development needs. Plans and conducts operations workshops for staff competency building, staff development, learning and career development.

• Reviews and evaluates the technical, institutional and financial feasibility and constrains of programme/ projects in collaboration with output leads, Government counterpart and other partners.

• Contribute to the preparation of the Situation Analysis for programme development.

• Prepares relevant programme reports required for effective programme management, donor engagements, programme analysis and annual reports.

• Contribute to the development and implementation of policies and procedures to ensure optimum efficiency of this programme.

3. Optimum Use of Programme Funds:

• Working closely with Output managers and zonal health managers, establish and supervise programme workplans and monitor progress and compliance. Monitor the overall allocation and disbursement of funds, making sure the funds are properly coordinated, monitored and liquidated. Take appropriate action to optimize use of programme funds.

• Ensure programme efficiency through a rigorous and transparent approach to programme planning, monitoring and evaluation.

• Safeguards the financial resources entrusted to the section by advising and or managing financial information, financial assets, financial planning and financial management activities by recommending improvements to output leads and zonal managers on financial and administrative management systems and procedures. Accountable for fiduciary integrity/ responsibility.

• Promote management excellence in the health section by supporting the Chief health to set up systems to ensure accountability in all areas of human resources management, staff development and learning activities in close collaboration with HR.

• Support output managers effectively manage the human and financial resources (budget planning, management and monitoring) of the health section and ensure that both are optimally utilized.

4. Programme Monitoring and Evaluations:

• Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.

• Carry out a rigorous and transparent approach to evaluation and participate the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery.

• Participate in annual sector review meetings with government counterparts.

• Ensure the timely preparation of annual programme status reports.

• Contributes to effective communication and visibility of results; Draft programme briefs and other strategic programme materials for management use, information and/or consideration.

5. Rights-Based and Results-Based Programme Management Approach:

• Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects.

• Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.

• Ensure viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on new programme initiatives and management issues to ensure achievement of stated objectives.

6. National and Local Capacity Building/Sustainability:

• Provide government authorities with technical supports and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.

• Ensure the building or reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.

  1. Rights Perspective and Advocacy at the National, Community and Family Levels Conducts policy analysis from a children's and women's rights perspective and advocacy at the community and family levels for credibility in national and international policy debates.

• Promote the organization goals of UNICEF through advocacy and policy dialogue.

7. Partnership, Coordination and Collaboration:

• Support partnerships and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information exchange on programme/ project status, implementation and movement/ distribution of supplies.

• Linkage to regional programme knowledge network to ensure the availability of current and accurate programme data.

• Collaborate with the operations section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability.

• Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme and country level cooperation.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Public Health or another relevant technical field.
  • A first degree will be considered with a minimum of six years continuous work experience and good track record of involvement in programmes or projects in the same fields.
  • Five years of relevant professional work experience is required. Experience working in large and diverse health programmes. Especially experience coordinating closely with government and supporting implementation of health programmes or projects funded by global partnerships like GFATM, GAVI, FCDO and WB.
  • Strong report writing skills and knowledge of UNICEF systems and policies on financial and grant management.
  • Relevant experience in UNICEF or similar UN system agency or organization is considered as an asset especially in an emergency setting country that manages both development and emergency funding.
  • Previous work experience in Somalia is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
