Action Against Hunger-Horn and Eastern Africa is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger Horn and Eastern Africa is an independent NGO, currently managing operations in Kenya, South Sudan, Somalia, Tanzania, Ethiopia, Uganda, Cambodia and Haiti. Action Against Hunger-USA has over $60 million in programs, and approximately 1,700 permanent staff based in New York City, Washington D.C, Nairobi, and country offices.

I. Summary of position

The HISS officer is responsible for administering all Information system platforms, systems analysis, systems support, and the design, development and implementation of digital systems. Develop and understanding of precise system and functional specifications, as well as user manuals for important IT systems, Ensuring the Action Against Hunger ICT standard is respected, Improving the efficiency of IT systems use, promoting user awareness and train users in the use of IT information systems.

Purpose: The HISS Officer will assist and collaborate with all Caafimaad+ Consortium partners to ensure the functionality and optimal utilization of digitalized systems, as well as provide ongoing support and capacity building of users at all levels.

Engagement: Collaborate with ICT manager and team to optimize the utilization of digitalized reporting systems (DRS), as well as provision of ongoing support at the Somalia Mission level, and at the Caafimaad+ consortium.

Delivery: The HISS officer has the responsibility of supporting users of DRS on a daily basis, to install, monitor and configure computer systems, diagnose hardware and software faults and solve technical and application problems, Supporting in the rollout of new applications and systems, work with ICT Manager. The expected deliverables are monthly DRS report and site visit reports.

Essential Duties

1: Optimal functioning of digitalized systems & technical support

  • Ensure uninterrupted operations of all DRS systems at facility and community levels, and websites.
  • Provide technical support to digitalized system users and support staff at all levels. This includes training and mentoring in data collection in C+ DDS and PIMS systems
  • Update security features of the applications and hardware for optimal functionality and protection.
  • Synchronize mobile data to permanent data repositories and cloud servers to ensure integrity of the offline/ online functionalities.
  • Troubleshoot and escalate application function and network connectivity issues to the developers
  • Diagnose and solve software problems and provide software-related user support

2: Development of application, websites and systems

  • Development and update training materials, system operating and user manuals, and conduct refresher training of the relevant users.
  • Maintains, upgrades, or enhances existing user systems. administering and Maintaining of the websites content of the C+ Consortium
  • Ensure Interoperability of the consortium’s digitalized systems internally as well as with other key external systems such as the DHIS2
  • Work with the developers to upgrade system capability to perform important public health functions such as sms messaging and other multimedia communications.
  • Advise on emerging digital information technologies, and research, and advise on them for their value addition to the Somalia Mission.
  • In collaboration with other stakeholders, conduct feasibility studies and analysis that can potentially lead to the design, development and implementation of novel digital systems.

3: Backup and database management

  • Develop disaster recovery and business continuity plans and ensure appropriate planning and training of those responsible.
  • Implement and monitor security measures to protect data and systems from cyber threats, ensuring compliance with security standards and policies.
  • Work with IT Manager to update organizational policy regarding digital systems quality standards.
  • Schedule upgrades and security backups of hardware and software systems
  • Develop and maintain updated documentation and database structures, ensuring that all design aspects are addressed, and control and security mechanisms are established.
  • Managing database access and permissions, working with the program teams to evaluate user needs in order to maintain data protection.

4: Reporting and Documentation.

  • Capitalizing data and procedures related to the use of IS resources and networks and communicating this information upstream to line management.
  • Analyzing and reporting on the functionality of IT systems.
  • Providing Monthly report and site visit report.
  • Support the writing of reports and papers on systems-related topics, system requirements, information strategy.
  • Documenting challenges encountered and mitigation measures;

Requirements

I. Required Qualifications and Professional Experience

  • BSC Degree in Information technology, Computer science, Information System or other relevant degree from a recognized institution
  • Proven record of digital systems development, programming, and maintenance
  • At least 3 years’ experience in Humanitarian context. International NGO experience.

II. Required Skills & Competencies

  • Experience in providing technical assistance across a variety of departments.
  • Excellent spoken and technical writing ability in English, including report writing.
  • Ability to effectively communicate in Somali, as well as travel to consortium operational areas
  • Good communication skills - Organizational skills - Adaptability - Flexibility and patience.
  • Good knowledge of the Windows operating environment and office software packages (MS Office 2010, 2016 and/or newer versions) and Microsoft 365 Enterprise,
  • Good knowledge of React.Js, Angular, Node.JS, Mangodb, SQl and Mysql, APIS.
  • Good knowledge of IT systems, networks and wireless technologies.
  • Demonstrated ability to work in multicultural, multidisciplinary environment.
  • Proven ability to work with diverse team across different functional areas.
