This position will provide technical support to UNICEF lead cluster leads to build the capacity of UNICEF cluster staff and partners to use and implement HCT. The position will lead the UNICEF lead cluster HCT work on evidence building, guidance development, capacity strengthening, partnership building, provision of contributions to policy and strategy development and advocacy, including the strengthening of linkages between cluster and socail protection coordination forums where feasible. The position will work in close collaboration with the HQ HCT inter-division team, and the UNICEF lead cluster global lead and technical teams. The post requires regular travel to crisis affected areas.

How can you make a difference?

The humanitarian cash transfer specialist will have three key responsibilities: (1) research, evidence generation (2) cluster specific tools and guidance development for capacity building (3) Provision of direct and remote field support to country level cluster functions. The scope of the work will include all three UNICEF-led clusters and the AoR, through a yearly priority plan. More specifically, this will include:

• Continue enhancing the evidence base on HCT in UNICEF-led clusters, and support UNICEF-led clusters to develop cash and markets related guidance and tools for cluster coordinators and partners, where relevant. This includes technical support to the Global Clusters cash task forces (Education, Nutrition, Wash)
• Provide strategic advice to field UNICEF-led clusters and sub-clusters during HNO and HRP processes, ensuring that cash transfers are taken into account as a program delivery modality both at cluster and inter-cluster levels.
• Promote the dissemination and use of tools including inter-sectoral and multi-sectoral assessments, EMMA, RAM, checklists and SPHERE standards and newly developed cluster HCT resources in the work of clusters.
• Provide technical advice to field UNICEF-led clusters and sub-clusters in analysing the potential needs, benefits and merits of using cash transfer modalities in their current programmes / activities; identify gaps and challenges; and use this information to identify opportunities to promote and increase the use of HCT in their respective clusters.
• Provide technical support, remote and in country, to global and field clusters on how to strengthen cash, and market coordination in discussions with Cash Working Groups and / or Humanitarian Country Teams, and in engagement with national governments if required. This will include specific support to set up linkages with national social protection forums wherever feasible
• Participate in the global cash working group and other global-level discussions, represent UNICEF-led clusters when relevant, and provide inputs to specific outputs.
• Where relevant, liaise with PG sectors HCT focal points to create synergies, seek contribution and coordinate relevant HCT related activities/initiatives.
• Liaise and coordinate with UNICEF/Programme Group Social Policy Humanitarian Cash Transfers (PG SP HCT) team and broader inter-agency HCT work , PG CPSP and participate in and contribute to UNICEF internal working groups and initiatives.
• Provide continuous guidance to staff of UNICEF-led clusters and AoR, including the Rapid Response Team members on the challenges and opportunities of using cash programming in their respective sectors.
• Support the development and delivery of specific trainings on HCT for UNICEF-led clusters
• Support UNICEF-led clusters in developing advocacy messages to scale-up and improve the use of cash transfers in their respective sectors.
• Contribute to UNICEF PG SP SP HCT team specific initiatives and activities, as needed.

To qualify as an advocate for every child you will have…

• An advanced university degree in Economics, Social Science, Database management, data analytics or related field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

• A minimum of 8 years’ experience at field level in a variety of humanitarian settings, including at least 5 years of experience implementing Humanitarian Cash Transfer programme at field level is required.

• Prior experience in providing direct technical assistance to UN Agencies, NGOs, governments.
• Prior experience in programme planning, implementing, reporting, monitoring and evaluation of HCT is required.
• Experience in inter-agency/multiple partner coordination. Demonstrated experience managing cash working group, cluster group is a strong asset
• Prior Direct experience/exposure with UNICEF sectors works, including in Education, Nutrition and WASH sectors is an asset
• Experience in working with UN agencies (UNICEF experience preferred) at interagency level is an asset
• Experience collaborating across multiple functions and working with operational subject matter experts, technical resources is desired.
• Fluency in English, French or Spanish (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian) is an asset.
