The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This includes the need to establish a Programme Management Unit that will provide operational and transactional capacity to the Afghanistan Country Office to ensure urgent lifesaving and resilience building programmes can continue.

The Afghanistan Programme Management Unit’s (APMU) GRM Specialist will report to the: Beneficiary Data Manager. He/she will be based in Kabul and will provide oversight to the grievance’s redressal function for the PMU.

How can you make a difference?

In anticipation of agreements with the World Bank, the Asian Development Bank and other major donors to implement programme interventions in the context of Afghanistan, the Afghanistan Country Office (ACO) is looking for a GRM Specialist to support the Beneficiary Data Manager in overseeing the use of HOPE grievances and feedback module as the central tool to record and address beneficiaries’ complaints and requests for PMU supported programmes. The incumbent will develop and implement Standard operating Procedure to aggregate grievances and feedback from various programmes and establish resolution and appeal pathways in close coordination with relevant programme sections. The GRM Specialist will be responsible for the operational monitoring exercises of cash transfers interventions, including baseline and Post Distribution Monitoring (PDM) data collection and analysis as well as dissemination of results with relevant stakeholders. The incumbent will supervise one IM Officer NO2.

Summary of key functions/accountabilities:

Under the direct supervision of the Deputy Team Leader, the Beneficiary Data Manager, P4:

1. Grievances redressal mechanisms oversight

  • Develop and implement Standard Operating Procedure (SOP) to collect, consolidate and address (including through referral pathways) beneficiaries and non-beneficiaries’ grievances.
  • Oversee the use of HOPE grievances and feedback module by internal and external users
  • Train UNICEF and partners staff in the use of HOPE grievances and feedback module
  • Escalate user support requests to address HOPE required enhancements
  • Oversee post distribution activities and monitoring to understand utilization and outputs of the cash-based interventions implemented by the PMU.
  • Perform operational analysis of grievances resolution timeline and suggest enhancements required to optimize redressal processes.

2. Partners and Third-Party Monitor Coordination

  • Develop and maintain a coherent partnership strategy to provide the PMU with adequate capacity to channel grievances from diverse sources, aggregate them in HOPE and address them through CSO and private sector capacity.
  • Liaise with interagency grievances mechanisms such as Awaaz to ensure UNICEF PMU programme FAQ and referral pathways are knows and used.
  • Provide technical support and inputs on the ToRs of the Third Party Monitoring, for payee list verification and partners performance in redressing grievances
  • Coordinate/ liaise with Third Party as required and provide technical inputs for the development of monitoring plans and ensure that performance monitoring, spot checks. are being undertaken as per the plan
  • Work closely with TPMO to prepare routine reports on results of the project's progress and for development of protocols for data confidentiality, exchange, security and archiving
  • Organise capacity development of project partners particularly third-party monitoring as needed to ensure that they have the basic knowledge and skills in understanding and applying M&E policies, tools and methods to fulfil their responsibilities
  • Seek inputs from the project beneficiaries to identify any issues problems with the Payment, Grievance, Facilitation, Third Party Monitoring.
  • Work with TPMO on protocols for data confidentiality and exchange, security and archiving.

3. Efficient and effective supervision

  • Supervise the GRM IM Officer
  • Provide exemplary management and leadership, motivating and developing supervisee to perform at their best, while building diverse and inclusive teams

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences, statistics, planning or development management.
  • A minimum of five (5) years of relevant professional work experience.
  • Developing country work experience (for IP) or fieldwork experience (for NO) in cash-based interventions.
  • At least one instance of exposure to grievances redressal in emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme preferred.
  • Experience in coordinating grievances redressal mechanisms in humanitarian cash transfers programme
  • Experience in Beneficiary Data system for humanitarian cash transfer at field level
  • Experience in business operation environments with a proven track record of interfacing with multiple stakeholders (internal and external) and successful project completion.
  • Experience in working with UN agencies (UNICEF experience preferred) at interagency level
  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources and architecture teams.
  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, and dedication to deliver results within strict timeframes.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
