The Position:

The Programme Specialist post is located in Asia and the Pacific Regional Office, based in Bangkok, and reports directly to the Programme Adviser who provides leadership on the policy development and programme strategy in the region, under the overall guidance of the Deputy Regional Director. The incumbent is part of an inter-disciplinary team, which provides integrated technical, operational and programme support within a system strengthening approach fundamental to UNFPA’s overall strategy.

Job Purpose:

The Programme Specialist contributes to the co-ordination and management of quality, timely and integrated technical and programme support to Country Offices, ensuring that country programmes are derived from the United Nations Sustainable Development Corporation Framework (UNSDCF) and are implemented in alignment with the ICPD Programme of Action and UNFPA Strategic Plan as well as national development processes and frameworks.

Key results expected of the Programme Specialist include:

  • Effective co-ordination and delivery of country and regional level programme support.
  • Programme assessment and support to Common Country programming processes.
  • Assistance in advocacy and positioning of ICPD in policy dialogue.

As Desk Officer (focal point) for assigned country offices, the Programme Specialist ensures that programme assistance and capacity development needs are met, and programme and technical assistance is delivered and managed effectively through appropriate modalities.

Qualifications and Experience:

Education:

Advanced University degree in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related fields.

Knowledge and Experience:

  • 7 years of increasingly responsible professional experience in management and development of programmes relevant to population and development, sexual and reproductive health and rights, or gender equality – preferably including at international level experience.
  • Substantive knowledge and practical experience in population and development, sexual and reproductive health, or gender equality.
  • Experience in monitoring and analysing political and programmatic developments and identifying/presenting opportunities, risk and recommended actions
  • Experience in programme and/or technical assistance with the UN System.
  • Strong communications and writing skills.
  • Field experience is desirable.

Languages:

  • Fluency in English is required. Working knowledge of another official UN language is desirable.
