UNDP in Kazakhstan is guided by its Country Programme Document (currently Country Programme 2021-2025) (CPD), and the United Nations Sustainable Development Cooperation Framework for 2021-2025 (UNSDCF), which are in line with the strategic priorities of the Government of Kazakhstan, enshrined in the “Kazakhstan-2050” Strategy, Strategic Development Plan to 2025, and other key sectoral strategies and plans. UNDP supports Kazakhstan in implementing the Sustainable Development Goals and sustaining its growth trajectory by diversifying economy, modernizing institutions, reducing inequalities, and sustainably managing natural resources. In particular, UNDP helps to: 1. Address social vulnerabilities and inequalities. 2. Rebuild trust with citizens through more effective and accountable institutions, free of corruption. 3. Foster high-productivity, diversified and knowledge-based economic growth. 4. Support climate and disaster resilience and nature-based, low-carbon growth. UNDP also promotes gender equality and women’s empowerment through dedicated interventions across all four abovementioned areas.

Under the guidance of the Assistant Resident Representative (ARR) UNV supports Country Office (CO) programme development and implementation. UNV Programme Specialist assists ARR in strategic planning and helps identify new programme areas while ensuring consistency with UNSDCF and CPD priorities. The UNV supports design, implementation and reporting of programme and projects including but not limited to the area of partnership building and resource mobilization.

UNV Programme Specialist supports knowledge management in the CO through the dissemination of lessons learned and promotion of knowledge-building initiatives in UNDP Kazakhstan. The UNV Programme Specialist also supports communications flows of the Country Office, to increase the impact of development interventions in line with the overall CO communications strategy.

Under the direct supervision of the Assistant Resident Representative, the UN Volunteer Programme Specialist will undertake the following tasks:

Research, project development and reporting: o Assisting in the analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNSDCF, CPD, annual strategy notes, Integrated Work Plans, Project documents, their workplans and other programmatic documents. o Identification of strategic programme areas of cooperation with the Government and other partners of UNDP. o Assisting in the operationalization of the CPD and alignment with the UNSDCF in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming. o Supporting project development processes in line with UNDP strategic priorities and corporate rules. o In close collaboration with M&E Associate UNV supports the development of key corporate periodic reports on the progress of the programme to the UNDP and its Partners.

Supports facilitation of knowledge building and knowledge sharing across all programmatic areas, focusing on achievement of the following results: o Identification of sources of information related to policy-driven issues. o Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. o Compiling and disseminating of information extracted from all available information management systems to the Senior Management, Heads of Units and other stakeholders making use of digital platforms when possible.

Fundraising/Resource mobilization: o Contribute to the mobilization of funds with partners for additional resources. o Provide strong fundraising arguments to donors/or stakeholders. o Perform other relevant duties as required by the UNDP. o Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Furthermore, UN Volunteer are encouraged to: o Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that related to celebrate different international days such as day of environmental protection, day of biodiversity and etc.). o Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country. o Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. o Networking and building relationships with local organizations, groups or individuals and supporting and/or participating in local volunteering initiatives. o Encouraging, mobilizing and supporting co-workers, fellow UNV volunteers and members of the local community to play an active part in development on a voluntary basis. o Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc. o Initiating and/or participating in local volunteer groups. o Assisting them in submitting stories, experiences to the World Volunteer Web site. o Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc. o Assisting with the UNV Buddy Programme for step-in UNV volunteers. o Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
