ORGANIZATIONAL CONTEXT

This job is based in Peshawar closely liaising with Office of the Planning & Development Department for technical support and advice to the Khyber Pakhtunkhwa (KP) Government, including newly merged districts, on matters relating to joint projects, policy advocacy and funding opportunities relating to Livelihoods and Resilience, with reporting line to a WFP Office in-charge.

JOB PURPOSE

To maintain close coordination and extend technically support, advice and advocacy to the relevant Government teams in P&D Dept. on matters relating to resilience and livelihoods strategies, policies, and programs covered under relevant strategic outcomes of WFP Pakistan Country Strategic Plan (CSP). To provide timely advocacy to and identify funding opportunities from the Office of the P&D relating to resilience and livelihoods. To keep close coordination with WFP teams of livelihoods, resilience, relief, nutrition and Vulnerability Assessment and Mapping (VAM) and timely communicate government's relevant plans contributing to WFP mandates. To position WFP as a preferred partner of choice for the Government under immediate, medium and long term plans of the KP Government

KEY ACCOUNTABILITIES (not all-inclusive)

1. Ensure close coordination with office of the Chief Secretary, Planning & Development Department on policy advocacy and funding opportunities relating to Food Security in the KP province. To actively lead and extend technical assistance and advice to the provincial government on key policy matters. 2. Position WFP as a preferred partner of choice for the Government as well as potential donors for WFP in the KP province. Facilitate timely access of WFP to Government's key policy documents on livelihoods and resilience strategies and ensure required reflection of WFP strategic objectives in the Government policy documents. This includes keeping the provincial government informed on the value-add of WFP's technical strengths in Research, Assessments and Evaluation. 3. Coordinate with and lead the relevant UN/Government technical working groups/clusters (Food Security, Resilience, coordination etc), highlight visibility of WFP activities and position WFP’s strategic priorities , programmes and assessments/studies. Explore partnership opportunities with the Government, UN and civil society that strengthen existing capacities of WFP programmes and assessments. 4. Closely work with the WFP teams for the designing, development and implementation of the programmes under CSP. Ensure adherence to the national and priorities and guidelines i.e. cash-based modalities. Ensure timely responses to the Government queries on WFP operations. 5. Timely coordinate with the line departments and WFP relevant sections/VAM unit for planning and designing the required assessments; identifying the current gaps and required response; development of assessment tools and methodologies. The staff member will also ensure visibility of WFP interventions and mandate in the relevant assessments and studies. 6. Ensure data management and conduct techncial analysis of the assessment reports for timely decisions. Timely disseminate key findings to all concerned stakehodlers and WFP relevant focal points. The staff member will also provide recommendations for programmes based on findings of assessments and techncial inputs into key documents of the Government for the improvement of food systems. 7. Identify opportunities where WFP can support the Government's efforts and build their capacities. The staff member will also contribute to building, enhancing and sustaining operational capacity of government staff through organizing training to conduct assessments and monitoring in collaboration with WFP relevant units. 8. STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in a relevant subject/ Social Sciences or Engineering with supplementary courses in management or closely related fields.

Experience: Overall, at least five years of (relevant) Professional experience in progressively responsible roles in the field of assessment, DRR, coordination and communication in public sector, involving advocacy and advisory support to government.

Language: Fluency in English language is a must, fluency in Pushto is desirable.

FUNCTIONAL CAPABILITIES

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

OTHER SPECIFIC JOB REQUIREMENTS

• Sound understanding of economic and social issues in the context of Pakistan, particularly Khyber Pakhtunkhwa. Aware of government specific contextual needs, policy directions and immediate, medium and long term plans. Applicant is expected to have understanding of different coordination mechanisms in Khyber Pakhtunkhwa/erstwhile FATA under the government and UN systems. Advanced computer skills, including at least intermediate skills in windows based word processing, spreadsheet and database. • Ability to analyze data and statistics for the analysis of food security indicators ability to conduct assessments particularly in organizational capacity; Able to produce high-quality written reports and present it to senior management; • Technical knowledge in displacement and vulnerability issues, data analysis, information management and coordination.
