JOB TITLE: Programme Policy Officer TYPE OF CONTRACT: NOB UNIT/DIVISION: Programme DUTY STATION (City, Country): Kinshasa DURATION: 12 months with the possibility of renewal

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

To support monitoring and evaluation activities within the DRC Country Office, ensuring that WFP programmes generate quality evidence on the outputs and outcomes of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
    1. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
    2. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
    3. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
    4. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
    5. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
    6. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
    7. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
    8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
    9. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Provide comments on Country Strategic Plan (CSP) budget revisions as appropriate to ensure that acceptable indicators are selected for the log-frames, that output and outcome, targets are appropriate, and that any new monitoring activities are have budgets allocated
  2. Research and analyze in support to the Head of M&E/VAM Unit in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate result framework.
  3. Ensure that output data are entered in Country Office Tool for Managing Effectively (COMET) in line with the Corporate timelines and check the quality of data;
  4. Ensure that baselines, follow-ups and targets outcome values are entered DRC CSP Logframe in COMET
  5. Provide technical and administrative support to the sub-offices Monitoring Team ensuring utilization of all resources is effective, efficient and economical and M&E objectives are achieved.
  6. Follow up on monitoring and review findings to ensure corrective actions are taken as required.

Data Management and analysis of monitoring findings

7. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results;

8. In line with the CO reporting requirements and related SOP, produce monitoring outcome and process reports, including status of implementation of monitoring recommendations as well as M&E dashboard properly annotated to guide management on the CSP status and decision making

9. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;

10. Manage data collection, data validation and data analysis processes;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 3 years or more of progressively responsible professional experience in food security and nutrition programmes management, monitoring & evaluation, program analysis and monitoring, or Programme Coordination in a humanitarian/ development context with UN Agencies, NGO, government or private sector.
  • Experience with a UN agency or other humanitarian organizations is an asset.
  • Experience in managing staff and improving performance.
  • Direct knowledge and experience in refugee emergency operations including programming and management aspects, working, and coordinating complex projects with different entities and government authorities.
  • Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation, communication and advocacy skills

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant fields or First University Degree with 5 years of related work experience and/or trainings/courses.

Language: Fluency oral and written (level C) in English and French language.

OTHER SKILLS:

  • Ability to travel frequently and to work in difficult environments.
  • Excellent analytical skills;
  • Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share and use information
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner;
  • Ability to handle any other additional tasks as requested by his supervisor.
