ORGANIZATIONAL CONTEXT AND JOB PURPOSE

In addition to the crises and climatic shocks that affect the populations of the Democratic Republic of Congo, the country is going through a political and security crisis that continues to cause a sharp deterioration in the food and nutritional security situation, requiring humanitarian assistance and the strengthening of livelihoods. It is estimated that more than 26 million people will be food and nutritionally insecure in 2022 (source: IPC - 20th cycle).

The evolution of this crisis requires regular monitoring and analysis of the food and nutrition security situation. Given the volume of work that this monitoring requires at the national/regional level and the importance of such centralized data for the operational and strategic management of the food security sector, it is crucial to ensure regular updating of data, provide solid evidence to sector actors, and maintain sustainable relationships with information-providing organizations. This consensus around situation analysis is essential to enable resource mobilization, effective operational coordination of the response, and optimal coverage of needs where they are most pressing.

The proposed activities aim to achieve objective 4 of the humanitarian response plan, which seeks to strengthen the effectiveness, timeliness and accountability of humanitarian action. In order to improve humanitarian coordination, a new architecture was put in place in February 2022 to ensure a coherent and appropriate response to emergency situations. The plurality of existing humanitarian actors in the DRC makes coordination mechanisms complex and the search for synergy and efficiency remains a challenge that only good information management will make possible.

To support this crucial activity at the level of regional hubs and national coordination on behalf of the Food Security sector, WFP is looking for a programme Policy officer (information Management) to accompany the Food Security Cluster team. His/ her main mission will be to perform the core responsibilities of Information management of the FSC.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Language: Fluency (level C) in both English and French languages.

OTHER SPECIFIC JOB REQUIREMENTS

The incumbent will provide direct support to the coordinator to strengthen activities at the national level. The main priorities are:

  • Training and capacity building of IM teams and cluster partners
  • Monitoring & analysis of the situation of Food Security and Nutrition, based on available secondary data and through the organization of the collection of new data as needed,
  • Monitoring the implementation of the national response plan, in particular through the support and capacity building of cluster actors,
  • Analysis of the humanitarian response and gaps (through the analysis of the 5W matrix)
  • The production of information and communication tools (newsletters, dashboards, etc.)
  • The design of technical tools and solutions to facilitate data analysis and better planning of food security interventions in the country
  • The support provided by the Information Management Officer is part of the overall cluster tasks detailed below and may be extended to some of these tasks as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.). • Has implemented programmes and provided input into designing operations. • Has provided input into policy discussions and decisions.
