ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization. WFP’s mission is to help the world achieve zero hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. Since 1979, WFP has provided support to the Cambodian people to meet their emergency needs and enhance the long-term food and nutrition security of vulnerable households and communities. Across Cambodia, WFP has supported the building and rehabilitation of rural infrastructure and productive assets, implemented programmes to improve maternal and child nutrition, provided nutrition care and support for people living in HIV/AIDS and tuberculosis, supported humanitarian coordination and assisted disaster-affected households, and promoted children’s education and health through its school meals programme and scholarships to children from poor households.

The WFP Country Strategic Plan (2019-2023) aims to complement and contribute to the Government of Cambodia’s efforts to achieve zero hunger through supporting school feeding programmes, strengthening resilient local food systems, enhancing government capacities on crisis management and disaster risk reduction, promoting digital transformation, enhancing food security, nutrition and social protection governance and providing supply chain services. The Country Strategic Plan is aligned with the Government’s Rectangular Strategy for Growth, Employment, Equity and Efficiency Phase IV (2019-2023), and priorities identified in the National Strategy for Food Security and Nutrition (2019-2023), National Social Protection Policy Framework (2016-2025), National Action Plan for Disaster Risk Reduction (2019-2023) and the United Nations Development Assistance Framework (2019-2023).

Following the response to the large-scale floods which hit Cambodia in late 2011, the Humanitarian Response Forum (HRF) was created in 2012 to ensure better coordination in emergency preparedness and response activities amongst international and national organizations, including United Nations (UN) agencies, international non-governmental organizations (INGOs), and national non-governmental organizations, and in close coordination with the National Committee for Disaster Management (NCDM), subnational disaster management committees, the Cambodian Red Cross (CRC) and other stakeholders. Since its inception the HRF has responded to recurrent natural hazards, such as floods in 2013, 2018, and 2020 and droughts in 2015/16 and 2019/20, as well as the COVID-19 pandemic in 2020. The HRF is currently co-chaired by a United Nations (UN) agency, the World Food Programme (WFP), and an international non-governmental organization (INGO), DanChurchAid (DCA), and consists of more than 60 UN agencies and INGOs which lead or participate in six sectors (health, education, protection, WASH, food security and nutrition, and shelter) following an adapted version of the IASC global cluster approach. The list of co-chair agencies, lead and co-lead agencies and members is available on the HRF website. WFP currently hosts the HRF Secretariat.

Position Title: Programme Policy Officer (Humanitarian Response Forum Coordinator)

Type of Contract: WFP Service Contract

Duration of Employment: ASAP to 31-December 2021 (renewable)

Grade: SC8 (Equivalent to NO–A)

Duty Station: WFP Country Office, Phnom Penh, Cambodia

Reporting line: Programme Policy Officer/Strategic Outcome Manager for SO3, SO4 and SO5

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer (Humanitarian Response Forum Coordinator) will be responsible for the following:

  • Lead the Secretariat of the Humanitarian Response Forum (HRF), maintaining active liaison, communication and coordination with HRF co-chair agencies, sector lead and co-lead agencies and members, national and subnational authorities (particularly NCDM, PCDMs and CRC) and other stakeholders, including the UN Resident Coordinator’s Office (UNRCO) and UN Office for the Coordination of Humanitarian Affairs (OCHA).
  • Oversee information management activities for the HRF, including: organize, facilitate and document routine, emergency and annual HRF meetings; support or participate in HRF sector meetings or cross-sectoral working groups (e.g., multi-purpose cash, logistics); maintain and curate the HRF website; update the HRF contact list; update the 3Ws/4Ws matrix; prepare data visualisations; provide periodic and on-demand HRF orientations for members and stakeholders; translate and upload key documents; among other tasks.
  • Represent the HRF at national and subnational coordination forums to ensure effective collaboration for emergency preparedness and response with the Government, Cambodian Red Cross, Humanitarian Response Forum member agencies, and other stakeholders, including the Joint Action Group (JAG) for Disaster Risk Reduction, Cambodia Humanitarian Forum (CHF)/Preparedness Partnership of Cambodia (PPC), and sectoral working groups.
  • Liaise with WFP functional teams to ensure effective collaboration and monitor ongoing activities.

  • Support uptake and utilization of early warning and disaster information management systems, including EWS1294 and PRISM, amongst HRF members to facilitate better data access for decision making. Contribute to the preparation of accurate and timely analytics reports that enable informed decision making and consistency of information presented to stakeholders.

  • Review and update the HRF contingency plan in close consultation with HRF members, ensuring alignment with national, provincial and sector-specific contingency plans.
  • In conjunction with contingency planning, organize and facilitate simulation exercises (e.g., KAMREX) at the national and subnational level with stakeholders.
  • Support the preparation and updating of sector-specific contingency plans, assessment tools and minimum standards for response options specific to risks faced in Cambodia, as well as facilitating and coordinating a standard approach to coordinated planning across all core humanitarian sectors, standard and coordinated information management protocols, and a standard approach to response monitoring and reporting.
  • Undertake field missions to support HRF preparedness, coordination and responses roles.
  • Contribute to the review, update and documentation of the HRF structure and processes, including terms of reference for co-chairs, sector leads and co-leads, and sector members; existing and proposed sector groups; information management tools and outputs; and other structural elements of the HRF.
  • Ensure gender, disability and accountability to affected populations are considered throughout all areas of work.
  • Any other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Significant professional experience in emergency preparedness and response, including leading teams, designing and implementing emergency assistance programmes (cash and/or in-kind), and coordinating with Government and humanitarian partners in an emergency operations context.
  • Professional familiarity with the cluster approach and the international humanitarian response architecture, including coordination mechanisms, humanitarian reform, and funding mechanisms.
  • Experience with organization, coordination and facilitation of meetings, trainings and workshops.
  • Experience in designing and facilitating disaster simulation exercises for national/subnational stakeholders.
  • Experience with designing and delivering capacity strengthening activities with Government officials and other partners, including through different modalities, such as trainings/workshops and remote/distance learning.
  • Able to build and sustain effective collaborative relationships with Government partners and key stakeholders.
  • Experience with early warning systems and disaster management information systems.
  • Excellent verbal and written communication skills; ability to communicate complex messages with stakeholders.

STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum 1 year post Advanced University Degree or 3 years post University Degree.

Education: Advanced University degree in relevant or related areas of development, economics, public health or related field, or First University degree with

additional years of related work experience and/or trainings/courses.

Language: Fluency in Khmer and English (level C).
