JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Research, develop, and diversify programming through sourcing and obtaining alternate funding streams, including through initiation of concept notes and proposals ensuring alignment with wider programme policies and guidance. 2. Provide engineering management support on Emergency Preparedness (EP), DRR and FFA asset creation activities; applying best practices, standards and solutions that comply with WFP standards and processes. 3. Provide direct support to the design and scale-up of relevant recovery and rehabilitation activities, actively facilitating and recommending linkages to 4RF, PDNA, and other UN and government rehabilitation and preparedness efforts. 4. Oversee all engineering-related issues on behalf of the Programme unit, coordinating M&E and SC engineers, as well as CP and contractors’ engineers as applicable when the relevant SO is in the lead of the project. 5. Support analysis of project proposals and technical feasibility, outlining the necessary tools, materials and designing, reviewing, and developing asset creation-related documents (feasibility study, designs, BoQs, etc). 6. Improve efficiency of DRR and FFA asset creation activities by supporting the design of projects with locally made/nature-based solutions for longer term resilience building. 7. Facilitate the integration of DRR/Climate Change Adaptation (CCA) approaches and tools into climate resilient livelihoods, market support, and shock-responsive safety nets. 8. Support in coordination and application of the environmental and social safeguards with reference to GCF safeguards (especially ESS) standards and requirements on all EP/DRR and FFA asset creation projects. 9. Support the roll out and implementation of the Anticipatory Actions (AA) roadmap, towards piloting and scaling up of AA in the country. 10. Support the FLA life cycle of livelihood strengthening, EP/DRR and FFA asset creation projects while ensuring appropriate risk management and compliance measures. 11. Assist in the development and delivery of training modules using various approaches that include adherence to best EP/DRR and other engineering practices, standards and processes. 12. Managing WFP’s engagement with key NGOs and partners; review proposals and provide technical feedback to improve the deliverables under different DRR thematic areas. Build capacities of local NGO partners. 13. Contribute to the development and adherence to resilience building and other policy guidelines and standard operating procedures for the implementation of the EP/DRR and FFA asset creation programmes. 14. Identify opportunities for WFP to contribute to the Government key policy priorities and provide technical and management support to both internal WFP and inter-agency contingency planning and simulation exercises at national level as well as participate and contribute to national platforms on DRR and EPR. 15. Provide technical guidance to the governments at federal and provincial level in capacity needs mapping to identify gaps in DRR/CCA. 16. Coordinate effective and efficient implementation of EPR, DRR and resilience-building activities that support food security & DRR and incorporate both in-kind and cash-based assistance as well as capacity development; 17. Contribute to the preparation of accurate and timely reporting on programme activities that enable informed decision making and consistency of information presented to stakeholders. 18. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 19. Other as required

OTHER SPECIFIC JOB REQUIREMENTS

  1. Engage at strategic and technical levels with key government officials directly or indirectly involved in decision making related to emergency preparedness, DRR and CCA, with disaster management authorities (NDMA, PDMAs) and other line ministries (MOCC), and other government entities.
  2. Provide support to WFP and interagency contingency planning and simulation exercises and other Country Capacity Strengthening (CCS) Programmes and initiatives.
  3. Support interagency efforts and approaches under the delivering as One approach, which may include consolidated district development plans, joint advocacy and joint programming/implementation etc.
  4. Coordinate inputs to all reporting requirements and development of advocacy/communication materials as relates to EPR, DRR/DRM recovery and other asset creation activities.
  5. Support an effective implementation of WFP’s monitoring activities to ensure maximum achievement, in collaboration with field programme teams. Ensure consistent application of gender, protection and disability inclusion agenda, and mainstream accountability to affected population throughout the project cycle.
  6. Document engineering support to FFA activities and assist the unit in documenting and sharing good practices. • Support the Activity Manager for starting and coordinating EPR, DRR/DRM, recovery and other asset creation activities under supervision of the Activity Manager. Scale-up and assist in design of Resilience-building and development projects as applicable.
  7. Support project management and coordination of projects nation-wide. Use project management tools, and report progress and results to the Activity Manager.
  8. Coordinate with Provincial Offices (PO) and other functional units at Country Office (CO), guide and drive Emergency Preparedness, DRR and other assets creation related activities.
  9. Facilitate situation updates, project progress, tracking of activities and similar together with the Activity Manager.
  10. Provide inputs when requested for concept notes, donor proposals, reports, and other technical and strategic documents.
  11. Participate and facilitate the process of development of Field Level Agreements, contracting of partners/contractors, budgeting and programming as well as other processes.
  12. Perform all other tasks as required.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Minimum four years of professional/managerial level experience in implementing community-based humanitarian, recovery and development projects focusing on Emergency Preparedness/DRR.
  • Field level experience in planning and implementing infrastructure development related projects with community-based interventions.
  • Experience in procurement and contract management.
  • Experience in working with and capacitating a diverse range of partners including government, I/NGOs and community members.
  • Deep experience and technical knowledge of livelihoods, recovery, Food for Asset Creation, emergency response and similar activities at an officer level.
  • Excellent professional coordination, supervision, conflict resolution and liaising skills.
  • Experience of working in both field and country offices in relevant capacities.

Language:

  • National Professional: Fluency (level C) in English language and the duty station’s language, if different
