ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia is contributing to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP helps set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP is also leveraging its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management and implementation.

Further, the CSP focuses on support to national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

The CSP aims to contribute to five Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1

Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025

Strategic Outcome 2

Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023

Strategic Outcome 3 National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025

Strategic Outcome 4

National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030

Strategic Outcome 5

Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year

BACKGROUND AND PURPOSE OF ASSIGNMENT

The Programme Policy Officer (Digital Solutions) will support WFP’s capacity strengthening efforts on digital information systems and tools to facilitate decision-making with the Ministry of Education, Youth and Sports, subnational departments, school officials, and cooperating partners. These include the cash scholarship information system, school feeding information system, and beneficiary feedback and complaints system.

Duration of Employment: 1 November 2020 to 31 October 2021 (renewable)

Grade: SC8 (Equivalent to NO – A)

Duty Station: WFP Country Office in Phnom Penh

Reporting line: Programme Policy Officer (Head of Education Unit)

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

1. Capacity Strengthening

  • Work to improve, design and implement capacity strengthening initiatives related to the establishment and maintenance of digital information systems at national and subnational levels, aligning efforts with other capacity strengthening efforts contributing to the national HGSF programme and in compliance with donor requirements.
  • Ensure data collection, flow, management and analysis through digital information systems meets rigorous quality standards and Government needs.
  • Coordinate workshops with MoEYS and other government stakeholders for ongoing collaboration on digital information systems, delineate lessons learned and recommend future areas of engagement.
  • Undertake field missions to support the design and implementation of interventions with a focus on ensuring and documenting the sustainability and cost-effectiveness of activities.
  • Work in partnership with WFP colleagues and cooperating partners to transfer capacities to Ministries and government bodies, ensuring strengthened capacity for decision-making through digital information systems and tools.
  • Work in partnership with WFP colleagues and cooperating partners to develop a pathway for sustainable handover of the digital tools to the government.

2. Systems Development and Testing

  • Support development of digital information systems and tools by ensuring technologies serve user needs and information is readily available to decision-makers at various levels.
  • Conduct user testing of the system in order to collect feedback and write new requirements for the system to match user needs.
  • Collaborate with developers as needed to ensure timely delivery of features of the digital tools, including continuous enhancement of digital complaints and feedback mechanisms and real time monitoring systems.
  • Oversee and coordinate integration of digital information systems and tools to government ministries as required.
  • Collaborate with relevant Government entities, cooperating partners and relevant stakeholders to support integration of data sources in digital information systems and tools.
  • Define key performance indicators and milestones for the digital tools and assure their implementation

3. Portfolio Management

  • Work closely with others to provide a comprehensive capacity strengthening package aligned with the transition plan for HGSF as per WFP’s CSP.
  • Support and contribute to strategic thinking on digital systems and tools in line with the Country Strategic Plan, ensuring alignment with corporate WFP policies and guidance.
  • Provide project management support ensuring a coordinated approach with wider programmes for compliance with WFP standards and procedures.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Contribute to the preparation of accurate and timely reporting to enable WFP’s informed decision making and consistency of information presented to stakeholders.
  • Contribute to donor and other reports and other documents as requested.

4. Partnerships

  • Collaborate with all relevant actors to ensure that information management activities and support to government is fully integrated, ensuring a coherent package of information management tools and support coming from the international community.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing implementation of digital information systems and tools.
  • Support the identification, development and management of potential partnerships for collaborative implementation.
  • Serve as a focal point and advocate for digital information systems and tools in meetings with government, donors and other relevant development partners.
  • Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience with leading and implementing food security, education, social protection or development programmes.
  • Has experience with capacity strengthening with government officials, and other partners, preferably related to information systems and technology.
  • Able to build and sustain effective collaborative relationships with key stakeholders to raise the profile of WFP, build relationships and further organizational aims.
  • Experience with monitoring, evaluation and reporting processes and tools for development programmes.
  • Experience operating interactive voice response (IVR) systems and designing digital forms for mobile data collection.
  • Experience with digital information systems and utilizing data visualization techniques and tools (e.g., dashboards, maps)
  • Facilitates open verbal/written communication with relevant stakeholders (i.e. through preparation of tailored materials presentations, and official documentation) to convey tailored messages.
  • Demonstrates deep understanding of the multilateral/interagency environment and the dynamics in which WFP operates which influences approach to working, policy development and decision making.
  • Advanced computer skills including MS Office applications and mobile data collection applications (e.g., KoBoToolbox).
  • Knowledge of geographic information systems (GIS) software (e.g., QGIS, ArcGIS) and map visualizations are an advantage.
  • Minimum 1 year post Advanced University Degree or 2 years post University Degree.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Advanced University degree in relevant or related areas of social science, economics, data science, information technology, statistics, or First University degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language.
