Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national sub-national level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025. Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023. Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025. Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030. Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year. Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.

BACKGROUND AND PURPOSE OF ASSIGNMENT:

WFP is seeking to recruit a dynamic and experienced National Programme Policy Officer to focus on accountability to affected populations and inclusion. This position will be based in WFP’s Country Office (CO) as part of Research Assessment and Monitoring (RAM) unit - whilst working across units including programme, reporting and communication – as well as engaging regularly with WFP’s beneficiaries and / or their representatives, government and NGO partners.

CSP Position Title: Programme Policy Officer – AAP/Inclusion

Type of Contract: WFP Service Contract

Grade: SC-8 (equivalent to NO-A)

Duty Station: WFP Country Office

Reporting Line: This position reports to the RAM team lead.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of the Country Strategic Plan (2024 – 2028) design in close collaboration with key stakeholders, particularly affected populations and or their representatives across all diversities.
  2. Contribute to the establishment of a community engagement strategy with a view to make the entire programme inclusive.
  3. Lead on community feedback and response mechanisms. Informed by accessible participatory processes, the AAP Officer will oversee the rollout of expanded feedback and response mechanisms. This will include strengthening existing CFRM systems based on verified community preferences and introducing new accessible approaches with a view to make the CFRM inclusive of the most vulnerable. Interagency collaboration will be essential to ensure that WFP’s CFRM complements existing interagency approaches and efforts.
  4. Establish modern and interactive AAP information management tailored to needs of decision makers and WFP operations. This will include being an active participant in the Inclusion Committee informing mechanisms to collect data captured through monitoring, evaluation, vulnerability assessments, CFMR, others and sharing that information to adjust programming.
  5. Ensure adequate reflection and integration of intersecting vulnerabilities in all reporting and knowledge management activities and formulate actionable recommendations to integrate these in WFP programming.
  6. Establish partnerships with affected populations directly, and relevant representative groups, for AAP including with people with disabilities, organisations of disabled people, women, women’s civil society groups, youth, youth representative groups, ethnic and religious minorities and their representative groups, amongst others with a particular focus on ensuring meaningful inclusion of marginalized groups in informing decisions made by WFP throughout its activities.
  7. Through user-focussed learning methodologies, design and rollout an AAP capacity strengthening agenda for WFP and cooperating partner (CP) staff.
  8. Support the development of project concept notes and/or proposals in consultation with or participation of affected populations to pursue new funding opportunities.
  9. Contribute to advocacy efforts across the office to bring the voices fo affected populations to centre of decision-making processes.
  10. Ad hoc tasks: Undertake ad-hoc tasks as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of 5 years of relevant experience with increasing level of responsibility.
  • Demonstrated knowledge and experience of project management, including design, planning, implementation, monitoring and reporting processes and procedures gained through technical training and/or work experiences.
  • A solid understanding of development processes and implementing programmes related to food security, agriculture, nutrition, education and/or social protection.
  • Knowledge and work experience in AAP, gender, disability inclusion and/or protection is desirable
  • Demonstrated experience in writing reports, proposals and other related documents for internal and external audiences.
  • Experience in training and coaching teams.
  • Experience with monitoring and evaluation and learning systems, tools and processes.
  • Has provided input into policy discussions and decisions.
  • Experience utilizing computers, including Microsoft Office package (e.g. Word, Excel) and other standard software packages and systems.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Education, Agriculture, Social Sciences or another field relevant to international development assistance.

Language: Fluency (level C) in English language and Khmer.
