How can you make a difference?

This position was created to strengthen the overall planning function of the Country office including quality assurance and to provide technical assistance to the government with decentralized planning functions. More focus and time was placed on supporting the Government at national and local level with planning, monitoring and evaluation of local development plans, mainly at the municipality level. This component also involves operationalizing an innovative private-public partnership with municipalities and mining industry (currently at pilot) to leverage resources and make sure optimal and appropriate use of resources to build child-friendly municipalities.

Under the direct supervision of the Chief Planning, Monitoring and Evaluation, the Planning and Programme specialist provides technical support to the office’s strategic planning functions for the UNDAF, the country programme document and other planning documents. The post also provides technical assistance to strategic planning of national policies, strategies and programmes, including strengthened decentralized planning (e.g. municipality level) through incorporating child rights, gender equity and result-based management. Finally, the incumbent supports regular update and capacity strengthening of UNICEF staff and implementing partners about new guidelines on planning, programming and programme management.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Social Sciences, Economics or other closed relevant areas, preferably with training in development planning.
  • Strong knowledge of programme policy and international development and child survival, development, protection and participation issues in a human right perspective.
  • A minimum of five (5) years of relevant professional experience in the field of international social development, with fully demonstrated competencies in:
    • Programme procedures including management of programme operations
    • Programme design, monitoring and review
    • Programming and programme management in situations of instability and crisis
    • Results-based management and rights-based approach to programming
    • Analytical and evaluative work relating to programme policy, implementation and operation.
  • Background/familiarity with emergency is considered as an asset.
  • Fluency in French and good working knowledge of English is required.
